Job Summary

Main Purpose:

Define, coordinate and monitor all procurement activities related to local and regional purchases of goods for the mission according to MSF protocols, standards and procedures in order to ensure a transparent and efficient procurement and supplier performance.

Duties & Responsibilities

-         In collaboration with the line manager define and implement the mission's and projects yearly procurement strategy and within the procurement strategy framework, analyse the local portfolio and the mission's and project’s needs (budget/forecast) in order to define an annual procurement actions plan

-         Monitor the implementation of the procurement activities ensuring compliance with MSF standards, protocols and procedures. This includes the following:

-         Manage the supplier selection process according to the priorities set as part of the annual plan and in accordance with the MSF Quality Assurance policies. Liaise with the relevant technical referents to validate the quality of the sourcing by organizing market consultations and tenders, preparing and leading negotiations and formalizing agreements

-         Manage supplier relationships to ensure quality of product and services by implementing KPIs to set expectations and monitor the suppliers' performance

-         Evaluate overall performance in liaison with the line manager and the Project Supply Responsible for supply issues, and med/log referents for technical issues, and solving dispute with suppliers, if any. Control and maintain the quality of data related to commercial agreements with suppliers

-         Conduct market assessments and benchmark analysis in order to define action plans, and report market evolution/change that could influence the procurement strategy

-         Ensure technical support for his area of activity and provide coaching to supply staff (newly recruited and in case of needs) in order to contribute to the development of procurement best practices on all the mission's projects with the objective to improve the level of expertise of the mission

-         Implement and follow up on procurement performance indicators, with regular reporting to the line manager.

-         Give regular feedback to the line manager and report directly any issue or incident

-         Participate in monthly reports (from all the projects) according to guidelines

-         Field visits to support and ensure an efficient implementation of procurement procedures in the project and capital

-         Reception control spot check and supplier visit in Coordination and projects level

-         Work as back up( cover as gap filler) for Mission Warehouse referent or any other Supply personnel in the projects and coordination

-         Responsible to keep up to date Mission supply kit where necessary

-         Fraud risk management

-         Supply inductions/ training to newly appointed Supply staff in the project locations as well as in coordination

-         Act as mission Unifield focal point for technical support

-         Audit and monitoring total local procurement of the mission

-         Develop and implement strategic procurement aiming at making available actionable and effective sources (for goods and services) for medium and long term response and optimizing the supply process efficiency and the financial resources use, while complying with MSF protocols, standards and procedures and aligning with the local procurement strategies developed at mission level

-         Develop and maintain market intelligence in the mission

-         Manage Supplier’s relationship / suppliers performance evaluation

-         Provide technical coaching, training and advice regarding procurement process and good practices to the local team 

Job Requirements

Minimum Requirements and Competencies

Education

-         University diploma essential

-         Proficient user of MS Office (Excel, Word, Outlook, PowerPoint) essential

-         Finance/accounting background or education preferable

-         Knowledge in Open ERP (Unifield) for supply is mandatory

Experience

-         Experience in Supply/ Procurement essential

-         Experience in Finance/accounting preferable

-         MSF experience desirable

Languages

-         English/Dari /Pashto oral and written essential
