Job Summary:

The Procurement Specialist will be responsible to support and implement the procurement activities of the AE4D Project & the MoIC.

Duties & Responsibilities:

- Establish and regularly update the procurement plan in coordination with the work plan and time schedule of the Ministry of Information and Culture/ Program Management Unit and the financing plan. The procurement specialist will be responsible for the timely provision of the goods and services required for the smoothly operations of the Program Management Unit , it's components & the MoIC;
- ensure that the World Bank and public procurement directives and norms, described in the Loan Agreement, are fully respected in all stages of the procurement of goods and services for the Ministry and PMU components;
- prepare bidding documents for the procurement of goods and services in accordance with the guide lines of the World Bank and Public procurement procedure;
- receive the offers and preserve them, sealed, in a safe place until the opening;
- Coordinate the sitting of the evaluation committees for the opening and evaluation of the proposals. Notify the bidders of the date and place of the opening of the financial offers after the finalization of the technical evaluation, approval of the Ministry and issuance of the required no objection from the World Bank;
- coordinate and participate in the opening and evaluation of the proposals ensuring during all stages the World Bank procedures and the applicable national regulations are followed;
- participate in the negotiation of the contracts, ensuring that World Bank norms and applicable national regulations are followed in the resulting documents and contracts;
- prepare the draft contract proposals, submit the proposals for approval by the responsible Department, the Ministry of Information & Culture and no objection of the World Bank, and ensure that the contractual documents are properly signed and notified;
- prepare any request for no objection from the World Bank and approval of the Ministry of Information and Culture regarding all stages of the procurement process;
- Follow up contract execution and ensure that the contractual obligations of all parties are fulfilled during all stages of the contract execution. Notify his direct supervisors of any contract obligation which remain unfulfilled;
- ensure that the technical execution of each contract is adequately supervised by the officer responsible for the Ministry’ relevant component;
- prepare quarterly reports regarding the progress of the procurement activities of the Project & MoIC and any delays or difficulties encountered;
- verify that correct documentation for each disbursement related to the execution of the contracts is maintained and that the corresponding contractual obligations have been fulfilled;
- Contribute in the capacity building of the procurement directorate’s staff of the Ministry Procurement department;
- Assist the Project Manager & MoIC Procurement Department in the daily management of the procurement activities.

Job Requirement:


At least 5 year experience in Public Procurement

Knowledge of World Bank procurement system

Procurement Experience in Archaeological Projects would be preferred

Must have at least bachelor degree in the field of Business Administration, economics or other related fields. Master’s Degree holders would be preferred.

Very good inter-personal and communication skills

Good spoken English with writing skills and knowledge of using computer programs (Ms. Word and Ms. Excel)

Experience in calculation and report writing
