The Islamic Republic of Afghanistan has received a grant from the World Bank for the Afghanistan Second Skills Development Project (ASDPII). The project aims to improve the quality and relevance in the formal TVET system in priority trades by supporting delivery of priority trades, operationalization of lead institutes, teacher policy development and implementation, curriculum reform, upgrading TVET Teacher competencies’. Teacher assessment, international in service training and domestic in service training.
ASDP II Project is looking for a Procurement Specialist who will be responsible for overall procurement activities of the project and will provide technical assistance the Procurement department of TVET-A in setting up and strengthening the procurement management system, provide capacity building and on the job training for the effective implementation of the Project.
Requires travel to provinces:
Experience with World Bank Procurement will be strongly preferred;
Additional commercial training in Procurement preferable;
Proven ability to drive change throughout an organization;
Have a demonstrated focus on impact and results;
Fluency in English. And one of the local language.
Excellent reporting, interpersonal and team working skills;
Computer skills - MS Office including Word, PowerPoint, Excel necessary, experience/knowledge of any other accounting and database packages an asset;
Duties & Responsibilities:
Build the capacity of the Procurement Unit of the TVET Aby conducting and organizing Training programs and providing on-the-job mentoring as necessary.
Provide on-the-job advice and guidance on the implementation of World Bank/ Government on the procurement of Goods, Works and Services, and compliance therewith, based on procurement plan.
Ensure compliance with Procurement Law of Afghanistan where necessary;
Provide direct assistance in the opening, and evaluation of Bids.
Provide and guidance in the preparation of ITQs, RFPs , EOIs, TONs.
Assist in contracting and in the preparation of Procurement related reports as may be required by the Donors.
Provide assistance on sensitive issues related to procurement and response to Audit.
Coordinate with all relevant departments and donors in matters relating to Procurement
Regularly update procurement plan and DLI Implementation.
Update Procurement Monitoring report and PMP on regular base
Assess procurement need and procurement activities of ASDP-II
Look carefully after all procurement of Service (Procurement law of Afghanistan/ Firms/Individual) and insure all process has been processing considering World Bank procedure.
Assist with contract management Specialist as required.
Assist MIS to update the procurement issues of ASDP II.
Soft and hard documentation of ASDP II Project and make sure to apply the previous audit observations.
Facilitate the process of Procurement advice with NPA.
Close coordination regarding sensitive issue of procurement with Central procurement management of MOE.
Coordinate regular meeting with TVET A/ASDP II regarding all ASDP-II procurement activities.
Establish a checklist to ensure complete compliance with transparency requirement as well as right to information for procurement procedures, and ensure compliance thereof;
Responsible to ensure Procurement Committee Members participate in timely manner in the bid opening
Any Tasks may assigned by the Project Director or Deputy Minister.
Job Location:Afghanistan, Kabul
Bachelor Degree (Economics, and Business Administration) or similar, Master Degree would be an advantage;
Minimum 5 years experience in Procurement management with International and national organizations and government of Afghanistan is an advantage.
