The U.S. Department of State, Bureau of International Narcotics and law Enforcement Affairs (INL), funded Justice Sector Support Program (JSSP) is a nationwide criminal justice sector development program focused on institutional capacity building as well as training and mentoring in Kabul and key provinces, and utilizes international and Afghan Advisors to train and build capacity for Afghan officials within the Ministry of Justice (MOJ), Attorney General’s Office (AGO), Supreme Court (SCT), Ministry of Women’s Affairs (MOWA), and other justice sector institutions.The program has the following four sections:


  • Case Management System Development
  • Legislative Capacity Building
  • Organizational Capacity Building
  • Monitoring and Evaluation

Job Summary

PROCUREMENT SPECIALIST - PMO

Nationality: Local National (LN)

Base of Operations: Kabul, Afghanistan

Salary: NTA Salary Scale - Grade C


Required Clearance: VSS-A or other INL-approved vetting


Tetra Tech, Afghanistan Justice Sector Support Program (JSSP), is seeking applications for Procurement Specialist position for Project Management Office (PMO) under the supervision of Deputy Chief of Team - Operations.


Directly reports to: Procurement Supervisor

Duties & Responsibilities

The Procurement Specialist shall:


  • Procure a wide range of goods and services in a cost-effective, responsible, efficient and ethical manner
  • Prepare and submit all procurement documents, ensuring they are clear, complete, accurate, and in compliance with Tetra Tech procurement policies and procedures and INL regulations
  • Ensure all procurement practices are in accordance with the Tetra Tech Procurement Manual
  • Provide input related to procurement for financial and other reports
  • Responsible for receiving and processing purchase requisitions/procurement action requests
  • Ensure that goods and services are purchased in accordance with the specified requirements and quality and quantity are received at fair and reasonable prices, and within required timeframes
  • Correspond with vendors regarding prices, product availability and delivery
  • Prepare the procurement status report as required
  • Maintain and update the procurement tracker with clear and accurate information
  • Update vendor lists as required
  • Ensure all vendors are cleared through required vetting and update vetting tracker on a routine basis
  • Perform other duties as assigned


Job Requirements

  • Minimum of 5 years of relevant professional experience and a Bachelor’s degree in a relevant field
  • Experience developing and using Excel spreadsheets to input and track data
  • Effective at maintaining and following established filing systems and protocols
  • Experience drafting procurement requests and preparing procurement paperwork
  • Experience conducting negotiations with vendors and suppliers
  • Excellent oral and written communication skills
  • Ability to work in a fast-paced, stressful environment
