Duties & Responsibilities:

Under the overall guidance of MACCA Chief of Admin Finance and Logistics (CAFL) and the direct supervision of the Logistics Coordinator, the Procurement Specialist is responsible for, effective delivery of procurement services in order to obtain the best value for money in MACCA Programme. The Procurement Specialist is responsible for the following tasks:

• Full compliance of procurement activities with UNOPS rules, regulations, policies and strategies; elaboration of the effective internal control, proper design and functioning of a client-oriented procurement management system.
• Timely and proper assistance in preparation of yearly and quarterly procurement plans for the office, establishment of the deadlines and monitoring of their implementation.
• Preparation of procurement reports and any expenditure statements as required for the monitoring purposes.
• Supervise the procurement activities conducted within the unit to ensure that are compliant with UNOPS rules and procedures. Assists Procurement staff in matters regarding procurement policies and procedures, technical specifications, pricing and product/service availability.
• Reviews and analyzes technical specifications in the requisitions to ensure completeness, accuracy and competitive qualities, and identifies optional courses of action.
• Supervise the updating of the procurement monitoring system and control of procurement processes including to organize the RFQ, ITB or RFP solicitation documents, receipt and evaluation of quotations, bids or proposals, negotiation of certain conditions of contracts in full compliance with UNOPS Procurement rules and regulation.
• Assist in Preparation of Statement of Work (SOW), Terms of Reference (TOR) and Bill of Quantities.
• Assist in implementation of “Just in Time” procurement for goods and services.
• Monitor the internal control system which ensures that ATLAS Purchase Orders (PO) are duly prepared and dispatched.
• Responsible for monitoring the cumulative value of contract and purchase orders awarded
• Coordinates timely delivery of goods and services.
• Assist in development and management of the rosters of suppliers, elaboration of supplier selection and evaluation, quality and performance measurement mechanisms.
• Make recommendations on the expected quality of services and goods and obtain samples/examples when requested
• Where applicable Certify Contractor receipts/vouchers/invoices;
• Oversee filing of relevant procurement documentation
• Supervise the construction activities and works related to MACCA compounds. Oversee the construction companies and certify the completion of their work. Ensure the construction and refurbishment work meets all the requirements and are completed as per the deadline.
• Supervise the MACCA Guesthouse Manager and to ensure a proper maintenance of MACCA building(s)/premises and utilities.
• Perform additional tasks within MACCA Logistics Section as required and assigned by the Supervisor

Job Requirement:

 Bachelor’s degree in Business Administration or related fields, or secondary diploma with 2 years of additional relevant work experience may be considered.
 5 years experience in local or international procurement and/or logistics

Other Competencies

 Knowledge of UNOPS Procurement and Financial rules would be an asset
 Demonstrate integrity and professionalism by modeling the UNOPS values and ethical standards
 Understanding of humanitarian demining operations and support would be an asset
 Attention to detail, planning and a high standard of organizational skills
 Leadership, team player, commitment, enthusiasm, initiative and constructive attitude.
 Excellent communication skills. Fluent in English oral and written, Pashto and Dari desirable.
 Strong organizing ability.
 Able to work efficiently with minimal direction
