Job Summary:

The Procurement Specialist will provide overall support to the DCOP and Office Manager in identifying qualified vendors, procuring goods and services for project operations at the ASI regional office in Jalalabad and all associated district offices, maintaining updated operations procurement filing systems and vendor databases, and assisting with inventory of all project operations assets/belongings and operations procurement procedures in compliance with DAI policy and procedures

Duties & Responsibilities:

The Procurement Specialist will perform the following functions but not limited to:
• Identifying potential local vendors and suppliers
• Procure goods and services in accordance with approved operations procurement requests
• Prepare payment requests and vendor purchase orders for operations procurement
• Maintain local procurement lists and schedules
• Monitor, track and expedite East Regional Office operations procurement activities and delivery status of goods/services
• Solicit bids and quotes from potential vendors in adherence with project policies
• Communicate with suppliers on processing and status of payments
• Log requests in TAMIS online system, coordinate and expedite local operations purchases
• Inform Office Manager and DCOP in a timely manner about potential or actual problems with operations procurement
• Provide updates to requestors
• Maintain up-to-date ASI Government Property Operations Inventory database for East Regional Office
• Assist with coordination of goods transportation
• Collaborate closely with the Procurement and Logistics Teams in Kabul when/as required
• Maintain operations procurement filing system for East Regional Office
• Ensure a transparent procurement process of the procurement of goods and services through management of the procurement selection committee
• Inspect goods or verify services, confirm delivery and receipt of goods, and monitor the use and disposition of goods, in coordination with the requestor of the goods/services.
• Assist with vendor payment processing as needed
• Work with international and national staff members and help/respond to requests
• Carry out other duties and responsibilities as directed by the DCOP and Operations Manager

Job Requirement:

EDUCATION
• Secondary school degree required.

WORK EXPERIENCE
• Minimum of 3 years experience in an equivalent position. Experience working in a similar position for an NGO or an international organization is preferred. USAID funded project experience is a clear plus. Must have willingness to travel to DAI Afghanistan field offices on DAI business. Must also have the ability to work effectively in a fast-paced, stressful environment. In addition, must be flexible, willing to perform other duties and work irregular hours.
