Procurement/Logistics:
The primary concept of procurement is that advanced planning, scheduling, and group buying will result in cost savings, more efficient business operation, and therefore increased profitability.
Logistics management is that part of supply chain management that plans, implements, and controls the efficient, effective forward and reverses flow and storage of goods, services and related information between the point of origin and the point of consumption in order to meet customers' requirements.
Duties and Responsibilities
The Procurement Specialist will manage a transparent, effective and efficient procurement process for all material resources, as well as a transparent, effective and efficient contracting process in support of MiDS operations.
Principle Duties and Tasks
• Guide and prepare, review procurement plan and procurement monitoring plan.
• Support the procurement director in reviewing of all the evaluation reports received from the evaluation committee members
• Assist Director in negotiation with winning bidders.
• Preparation of the bidding documents, RFP, RFQ, and other relevant documents.
• Establish a good monitoring system to manage and monitor all the procurement activities.
• Develop filling system and establish a functional procurement computer based data base.
• Conduct procurement trainings to build the capacity of procurement staff(s).
• Guide and manage the processes of advertising, bid receipt and bid opening strictly in accordance with the agreed procurement procedures.
• Provide guidance to evaluation committee members on procurement aspects in the process of evaluation of bids or consulting proposals. Guide, review and clear all bid evaluation reports prior to submission for approval.
• Monitor and report the procurement implementation progress/status as required.
• Review and Clear Bidding Documents, RFP and RFQ for all prior to submission to Director for approval.
• Manage the filling/record system in the office in a systematic and retrievable manner.
• Perform any other tasks assign by his/her direct supervisor.
• Monitoring the quality, quantity, cost and efficiency of the movement and storage of goods
• Analyzing data to monitor performance and plan improvements and demand
• Monitoring and organizing transport;
• Monitoring internal and external terms of orders and deliveries
• Preparation of monthly statistics
• Supply, monitoring and delivering of materials within Afghanistan
• Perform various administrative tasks related to customs and transport, and regular update and submission of accounting documents
• Communication with manufacturing, suppliers, transport companies, customs
• Allocating and managing staff resources according to changing needs
• Liaising and negotiating with customers and suppliers
• Motivating other members of the team
• Project management
• Any other relevant work assigned by supervisor
• Mandatory -Bachelor Degree in Business
(Master is preferable)
• Essential: at least five years experience in administration in a procurement and Logistic role
• Excellent organizational and team building skills
• Pleasant personality, motivated to manage a team towards quality performance results as the normal output
• Fluent in English (Pashto and Dari will be an asset)
• Computer literate preferably in Microsoft Office and Internet
• Ability to communicate in English preferred
• Able to multi-task; good leadership and comprehension skills
