Job Summary

The Procurement Officer will work under supervision of the Senior Procurement Specialist, and will be responsible for the coordination of procurement related activities of the program.

Duties & Responsibilities


Assisting the Procurement Unit of the Development project (in cooperation with the Procurement Directorate at ARAZI) in overall planning and managing of the procurement of commodities, Goods and Consultancy Services as required to the project;

Manage and lead the identification and procurement for all office needs and facilitate purchase;

Maintain and up to date procurement plan, contract files and review contracts to evaluate overall revisions, price and past performance of each contract prior to bid or renewal;

Assisting in proposal-opening and Proposal-evaluation meetings, preparation of statement for proposal-evaluations, preparing contracts etc. for the procurement of consultancy services, goods and works;

Receive tasks for procurement of consulting services, works & goods from the Sr. Procurement Specialist and perform accordingly;

Prepare/ review Expression of Interest and IFBs and advertise them on national and international publications;

Prepare BER for works, goods and services as & when needed;

Assist in preparation of short-listing of qualified & experienced firms;

Prepare and issue Requests for Proposals (RFPs) to shortlisted & approved firms;

Arranges pre-proposal meetings & conferences when and if required;

Receive technical and financial proposals;

Forwards technical proposals to the Technical Evaluation Panel (TEP) with technical evaluation reports and assist the members when and if required;

Ensure proper documentation is collected and vetted prior to acquisition in line with necessary rules and regulation governing purchasing actions;

Analyze market and delivery systems in order to assess present and future material availability;

Prepares a checklist for meeting important requirements of the contract and makes sure that all the necessary requirements are met on a timely manner;

Prepares contract document for work, goods and hired consultants;

Any other task(s) as assigned by the supervisor;

Job Requirements


Bachelor’s Degree in Management, Business Administration, Public Administration, Economics or in any other relevant field;

Specialized training or certificate in public procurement or procurement in Development projects will be an advantage;

At least 3 years of experience in relevant field and implementation experience

Specific procurement experience in Development projects would be a distinct advantage;

Knowledge of internationally recognized procurement standards; good understanding of procurement techniques and practices and knowledge of market trends and sources of supply and equipment;

Good understanding of Afghanistan public procurement law, rule, policies, practices and procedures;

Proven analytical skills, including ability to research and analyze data and develop recommendations on procurement contracts awards and related issues;

Ability to obtain information, clarification and agreement on terms of contracts and/or specification requirements; demonstrated ability to apply good judgment in the context of assignments given;

Ability to plan own work and manage conflicting priorities;

Ability to manage staff and contribute to the skills and capacity building;

Good communication (spoken and written) skills, including ability to explain and present procurement-related information / requirements and prepare written documents/communications in a clear, concise style;

Excellent working knowledge of English , both verbal and written; Fluency both written and verbal in Dari/ Pasto;

Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity;

Good working knowledge of MS Office application (Word, Excel), email and able to easily navigate internet;

Be able to uphold and respect procurement ethics and to conduct activities with integrity;
