SUMMARY OF POSITION
In response to rapid expansion of programme, the NABDP is looking for an international advisor who would will provide support to the overall work of NABDP, with a focus on strategic planning and program delivery, organization and management for the delivery of results; and development of analytical and knowledge products that will help advocate for the program. He/she will help to lead future program planning processes, and ensure that the program design reflects the local context. . In addition, the consultant will facilitate coordination with various stakeholders such as the UNDP, other MRRD national programme as well as various Donors.
Duties & Responsibilities:
Strategy planning and program delivery:
â€¢ Ensure that operational and implementation plans are developed according to the agreed vision, mission and strategic direction â€“ not only within the NABDP, but within the context of MRRDâ€™s mandate.
â€¢ Develop policies and procedures as needed for optimal implementation of NABDP work plans to ensure that communities receive appropriate support in line with intended goals.
â€¢ Pursue and actively promote an understanding of gender issues and the promotion of gender mainstreaming in NABDP
â€¢ Pursue and actively promote an understanding of environmental issues and the promotion of environmental awareness within NABDP
Management and operational support:
â€¢ Support NABDP Management in planning, organizing and implementing operational systems, processes and procedures.
â€¢ Drive the development of NABDP strategies and programming, in consultation with MRRD, UNDP and national / international partners;
â€¢ Analyze and advise senior management on opportunities and overall direction in this sector;
â€¢ Assess the capacity and development needs of NABDP management and operations, including support to the Programme / Deputy Programme Manager in formulating and implementing capacity development plans.
â€¢ Help to coordinate the work of other Units and Departments by maintaining close working linkages with them;
â€¢ Represent NABDP at relevant meetings (internal/external) as required.
â€¢ Other technical support and backstopping to NABDP programme departments and components as deemed suitable.
Advocacy and networking:
â€¢ Network with relevant ministries and stakeholders to strengthen a coherent approach to rural development;
â€¢ Support other colleagues, including ministerial staff in networking with international partners;
â€¢ Provide intellectual or substantive leadership in the subject area through identification of key policy issues and formulation of best possible and alternative policy and programme options at local and national levels;
â€¢ Create or establish a positive, team based atmosphere in the NABDP; advocate for the work of the NABDP specifically, as well as for MRRD in general.
â€¢ Keep abreast of the development of national development policy frameworks (eg: Afghanistan National Development Strategies) as well as UNDP country strategies and advise / ensure that NABDP development interventions are effectively linked with these.
â€¢ Support the programme and deputy programme manager in relation to their work with other units and departments within the NABDP and the MRRD.

QUALIFICATIONS /EXPERIENCE REQUIRED:
â€¢ Related degree in Social Sciences Public Administration, Management, Development or other related areas.
â€¢ Experiences in a advisory position in a development program, preferably dealing with donor relations or contract and grants management.
â€¢ Previous experience of working in Afghanistan and/or understanding community participation and context in Islamic environment is highly desirable
â€¢ Ability to work well in a team and to act both responsively and proactively to ensure effective implementation of the NABDP activities.
â€¢ Proven management skills; Excellent communication skills
â€¢ Demonstrated interpersonal skills including diplomacy, tact, and the ability to negotiate and influence; Facilitation, consulting, and/or training skills highly desirable;

REPORTING AND COORDINATION:
The incumbent will report to Head of Programme Management Support Unit (PMSU), and also liaise closely with the NABDP Project Manager.
