The Program Coordinator (PC) position is responsible for the implementation and development of Food Insecurity Response for Urban Population of Kabul (FIRUP-K). The PC is responsible for the implementation and development of FIRUP-K program throughout Kabul Municipality and Suburb areas through direct implementation.
The PC oversee overall program issues while directly supervise Program Manager.
The PC will directly supervise and Oversee project operations to meet targets and goals specified in the project documents, manage project resources to ensure that project operations are conducted as planned, supervise direct reporting staff to optimize the quality and efficiency of their outputs and to maintain a high degree of satisfaction with their job and personal development, establish and maintain a good working relationship with the local authorities and collaborating agencies to ensure optimize project sustainability and quality and participate as a member of senior staff by providing advice, reaction and assistance as directed by your supervisor and DCOP/COP, in order to contribute to a wider consultative body of mission leadership
1.For implementation of FIRUP-K projects make sure that a good working relationship with the local authorities, local communities and other key stakeholders are established and maintained that will result in optimal project success, quality and security .
ï¶ Ensure that effective protocol and letter of agreements are signed with the relevant authorities, before starting of the projects implantation.
ï¶ Ensure that the project stakeholders (authorities and communities and project staff) are adequately informed of the project policies and strategies so that the level of misunderstanding is minimized.
ï¶ Participate and represent CARE FIRUP-K in relevant coordination meetings and share information with other agencies as appropriate.

2. Oversee FIRUP-K project operations to meet targets and goals specified in the project documents.
ï¶ Ensure proper project start up and close out.
ï¶ Ensure that project baseline data are collected and processed /analyzed on time and with acceptable quality.
ï¶ Ensure level of community participation in the process of needs assessment, identification of target groups, allocation of resources etc.
ï¶ Ensure database is established to track progress indicators.
ï¶ Review all FIRUP-K projects progress reports and make sure that the reports are according to project contract and CARE requirements.
3. Oversee and monitor project resources to ensure that project operations are conducted as planned.
ï¶ Oversee development of budgets and ensure that they are linked to program/project level operation plans.
ï¶ Oversee development of project procurement plans.
ï¶ Oversee commodity/materials storage, distribution and monitoring.
ï¶ Ensure that the project is adequately staffed and the staffs are assigned properly with clear job descriptions and line of authorities and responsibilities.
4. Supervise direct reporting staff to optimize the quality and efficiency of their . outputs and to maintain a high degree of satisfaction with their job and personal . development.
ï¶ Ensure performance management policy is followed for all FIRUP-K staff.
ï¶ Ensure that IOP’s are in place for the relevant staff.
ï¶ Ensure and encourage mentoring, coaching team building and training opportunities to staff at all levels.
ï¶ Ensure creation of a supportive and safe environment under which the project staff feels that adequate levels of health and safety have been provided and staff can develop their professional skills.
5. Oversee program/project level work plans and budgets and ensure submission of regular reports.
ï¶ Ensure the development of project work plan and monitoring plan are done on timely basis.
ï¶ Oversee and undertake regular monitoring to project sites to ensure project operations are met targets and goals specified in the project documents.
ï¶ Review standard project progress report to meet the donors’ requirements.
ï¶ Ensure that the monitoring reports are analyzed and appropriate and timely feedbacks for further improvement of project operations are given.
ï¶ Ensure creation of a supportive and safe environment under which the project staff feels that adequate levels of health and safety have been provided and staff can develop their professional skills.
ï¶ Ensure that the counterparts (stakeholders, NGO’s, authorities and communities) are adequately informed of the project policies and strategies so that the level of misunderstanding is minimized.
ï¶ Encourage mentoring, coaching team building and training opportunities for project staff at all levels.
ï¶ Ensure the project activities are coordinated with other agencies to avoid duplication and overlapping.
Participate as member of senior staff by providing advice, reaction and assistance as directed by your supervisor and DCOP/COP, in order to contribute to a wider consultative body of mission leadership.
ï¶ Participate in the mission senior staff, program and other scheduled meetings and perform the actions assigned to you by the stated deadlines.
ï¶ Demonstrate teamwork and extend cooperation with other CARE projects and departments.
Any other duties as assigned by your immediate supervisor.
Authority:
Spending authority: Program Coordinator has the authority to approve the program expenditure within the limits of project budget and CARE policy.
Autonomy: Program Coordinator has the autonomy to carry out his/her duties as specified in above.
Supervision: Food Insecurity Response for Urban Population of Kabul Program staffs.
Contacts/key relationships:
Internal; Primarily PD, DCOP, COP, Program Manager, Senior Project Supervisors, Project Supervisors, Field Supervisors, Admin, Finance, Logistics and other CARE,s staff.
External: Donors, Local Authorities, Communities and Partner NGOs.
EDUCATION: degree or preferably masters level education in development/ relief related subject ( (civil engineering, agriculture, community development subjects).
WORK EXPERIENCE: At least ten years work experience in the area of project management in both
emergency and development programs.
SKILLS: Experience in participatory appraisals, problem analysis and project design a good
understanding of developmental and relief concepts.
Computer skills- especially in word and excel.
Strong leadership, team management and staff development skill.
Familiarity with CARE accounting and administration procedures
. Ability to handle emergency situations calmly and effectively.
LANGUAGES: Perfect knowledge of both spoken and written English is required. Working
knowledge of Pashto or Dari as the national languages of the host country will be
preferred.
TRAITS: Analytic and details oriented, team worker, cultural and gender sensitivity, capacity
to establish a conductive working environment.
