Action Contre la Faim (ACF) is a Non-Governmental Organization (NGO) that was created in France in 1979. ACF has been active in Afghanistan in the medical, nutrition, food security, water and sanitation and Mental Health fields since 1995.

Job Summary:

To ensure meeting of the compliance requirements and complement efforts to conduct quality implementation of GAC project in Ghor Province, Afghanistan

Skills Description:

- Bachelor`s degree in public health /social science/ development studies, or related field from a reputable university;
- A minimum of 3 years of experience working in a mid-level management position in international NGOs;
- Work experience in development projects of European and / or North American donors will be added value;
- Strong analytical and report-writing skills;
- Ability to coordinate with stakeholders at different levels of GoA;
- Fluency in spoken and written Dari and English;
- Good knowledge of humanitarian standards and principles;
- Familiar with Health & Nutrition and WASH guidelines in AFG context;
- Able to work autonomously and with limited supervision;
- Good team management and positive attitude;
- Good computer skills

Duties & Responsibilities:

Mission 1: Ensure context analysis to contribute on the deliberation of strategy and positioning of GAC project
 Undertake systematic and thorough analysis of the humanitarian situation in areas of intervention for GAC project through collaboration with stakeholders and efficient networking;
 Observe and report on the sectorial orientations of national strategy and understand program-specific implications;
 Identify the presence and the strategic orientations of other partners in the field with a view to improving coordination and avoiding overlapping or duplication of efforts.

Mission 2: Reporting,
And Advocacy  Co-facilitate development of Project Implementation Plan, Work Plan, Budgets and other documents (such as environmental assessment, construction plans) as required by GAC as well as ACF;
 Compile inputs from NUT/MHCP PM and WASH PM for monthly activity progress report for GAC project before sending to Field Mgr;
 Ensure timely submission of reports required by ACF and GAC to Field Manager and Field Coordinator for review at base level;
 Contribute to production of baseline and end-line reports;
 Compile all documents dealing with the essential techniques and methodologies involved in the projects (including the list of beneficiaries and distribution etc.) for capitalization and audit purposes;
 Write handover report at the end of the contract
Mission 3: Project
Planning and
pla  Ensure timely execution of activities in accordance with Project Implementation Plan, Work Plans and Budgets, among others;
 Support PMs in monitoring of the logical framework indicators, planning, budget forecast and follow up and reporting;
 Ensure the overall monitoring (operational & financial, qualitative & quantitative) and coordination of GAC project with a particular focus on the deadlines, objectives and indicators;
 Analyze the results as per activities; propose improvements and modifications in collaboration with technical counterparts;
 Ensure program activities are carried out in line with ACF technical guidelines and processes and GAC requirements;
 Compile all movement planning from the program teams and send to base coordination team on a weekly basis for prior clearance;
 Ensure regular field monitoring visit to program areas (conditional to security clearance from base coordination team)

Mission 4: Ensure appropriate internal and external coordination Internal:

 Participate in base coordination meetings to update on progress and present/secure availability of the support required for GAC programs;
 Coordinate with support departments (base and capital) for timely execution of processes and procedures for activities as per respective plans for/in the areas of supply chain, finance, admin and HR;
 Hold bi-weekly meetings with NUT/MHCP and WASH program teams for coordination and follow-up of activity progress, challenges, demands, etc. in order to ensure efficient and effective program implementation;
 Ensure and monitor that PMs coordinate daily with all relevant partners at local level and participate in monthly technical coordination forum.


 Ensure coordination with relevant authorities at district level and with actors including but not restricted to NGO, UN and government (Nutrition, Health and WASH authorities) that are present / active in the areas of intervention for information sharing and avoiding duplication;
 Develop Protocols and MoUs’ with local authorities, partners and other organizations and ensure their consistency between all the sectors;
 Define action plans with partners and regularly follow up or track the progress on its implementation;
 Represent ACF in various forums, relevant for GAC project, either independently or together with Field Mgr / Field Co at provincial level.
