The position is responsible to assist the Regional program coordinator of RIFUP. The Program Manager is responsible for the direct implementation development of RIFUP program throughout Afghanistan.
Duties & Responsibilities:
1. For implementation of RIFUP projects established and maintain a good working relationship with the local authorities. Local communities and other key stakeholders to ensure optimal project success, quality and security.
â€¢ Ensure that effective protocol and activity agreements are established with the relevant authorities, before opening site offices and implantation of project activities.
â€¢ Ensure that the counterparts (authorities and communities) are adequately informed of the project polices and strategies so that the level of misunderstanding is minimized.
â€¢ Participate in the project level meetings and share information with RIFUP at the concerned regional level.
2. Oversee emergency project operations to meet targets and goals specified in the project documents.
â€¢ Project start up.
â€¢ Ensure that project baseline data are collected and processed/analyzed on time and with acceptable quality.
â€¢ Ensure level of community participation in the process of needs assessment, identification of target groups for food distribution, allocation of storages and office apace etc.
â€¢ Establish database to track progress indicators
â€¢ Prepare progress reports according to project contract and CARE requirements
3. Manage and monitor project resources (cash and commodities) to ensure that project operations are conducted as planned
â€¢ Oversee development of regional budgets and ensure that they are linked to ensure operation plans.
â€¢ Oversee development of project procurement plans at the regional level.
â€¢ Oversee commodity storage, distribution and monitoring.
â€¢ Ensure that the project is adequately staffed and the staffs are assigned properly with clear job descriptions and line of authorities and responsibilities.
4. Supervise direct reporting staff to optimize the quality and efficiency of their outputs and to maintain a high degree of satisfaction with their job and personal development.
â€¢ Ensure performance management policy is followed for all staff.
â€¢ Approve IOP of direct report staff and ensure that IOPâ€™s are in place for staff on grade 7 and above.
â€¢ Encourage mentoring, coaching team building and training opportunities to staff at all levels.
â€¢ Ensure creation of a supportive and safe environment under which the project staff feels that adequate levels of health and safety have been provided and staff can develop their professional skills
B: Implementation of FIRUP through partnership with the competent partner agencies
5. Establish sub-grant mechanisms to donor funds that are channeled through FIRUP, in according with the donors and CARE agreed upon conditions and requirements.
â€¢ Monitor issues and events within Afghanistan to project targeted areas.
â€¢ Work with the partners agencies in development of sub proposals.
â€¢ Ensure that mutually agreed upon protocols/agreements are in place.
â€¢ Set administrative system and guidelines for project operations.
â€¢ Ensured that the sub proposals are within the approved annual work plan and budget.
5 Consolidate project work plans and budgets and prepare regular reports
â€¢ Develop FIRUP regional work plan to ensure a balanced distribution of project resources to respond districts needs.
â€¢ Oversee and undertake regular monitoring to project sites to ensure project operations are meet targets and goals specified in the project documents.
â€¢ Prepare standard project progress report to donors timely.
â€¢ Analyze monitoring reports and giving recommendations for future improvement of project operations.
â€¢ Ensure creation of a supportive and safe environment under which the partners project staff feels that adequate levels of health and safety have been provided and staff can develop their professional skills.
â€¢ Encourage mentoring, coaching team building and training opportunities to for partners project staff at all levels.
â€¢ Ensure that the project activities are coordinated with other agencies to avid duplications and overlapping.
C: To develop emergency sector specific policies and preparedness plans
During times when not directly managing an emergency projects the position will be expected to develop:
â€¢ Emergency response strategies and plan for CARE Afghanistan. Including the development of emergency roster, preparedness plans, procurement plans etc.
â€¢ To work with the ACD-P to identify and develop new proposal.
â€¢ Participate as member of senior staff by providing advice, reaction and assistance as directed by your supervisors and country director, in order to contribute to a wider consultative body of mission leadership.
â€¢ Participate in the project and other scheduled meetings and perform the sections assigned to you by the stated deadlines.
â€¢ Demonstrate teamwork and extend cooperation with other CARE projects and departments.
Other duties as assigned by the project supervisor/field supervisor
EDUCATION: degree or preferably master level education in development/relief related subject (civil engineering, agriculture, community development subjects or management).
WORK EXPERIENCE: At least five years work experience in the area of project management in both emergency and development programs
SKILLS: Experience in participatory appraisals, problem analysis and project design a good understanding of developmental and relief concepts.
Computer skills- especially in work and excel.
Strong leadership, team management and staff development skill.
Familiarity with CARE accounting and administration procedures.
Ability to handle emergency situations calmly and effectivel.
LANGUAGES: Perfect knowledge of both spoken and written English is required. Working knowledge of Pushto or Dari as the national languages of the host country will be preferred.
TRAITS: Enthusiasm to the job, the position also requires very good analytical skills.
The position will be based in Kabul. Travel will be required to all project areas.
