Job Summary

The Program Manager CBM-T reports to the Head of Programs and supervise Program Assistant and Program Officer. Program Manager CBM-T is mainly responsible for implementation, supervision and day-to-day management of the CBM-T program in target provinces. The Program Manager CBM-T will mobilize the identified communities, develop training materials, and organize legal awareness trainings to community members and local monitors

Duties & Responsibilities

Program Manager CBM-T main duties and responsibilities are as follow:

Establish and manage strong relationships with local communities in target provinces (including CDCs, communities, legal service providers, and civil society).

Manage the provincial focal points and Local Monitors who will meet extensively the community members in target districts in order to understand community concerns with formal justice institutions;

Establish and facilitate means to assist communities in establishing processes by which they elect community representatives to become court monitors;

Follow up activities and regularly attend meetings at district and provincial levels

Visit target courts, IWA provincial offices and Kabul and justice sector partners regularly;

Contribute to the development and conduct of the evaluation and monitoring of program; take part in internal assessments of programs

Participate in drafting of reports and proposals to donors

Participate in drafting of policy and program briefs

Manage processes, and toolkit creation for Focal points and outreach officer to deliver legal trainings to the local monitors relating to Afghan law and trial monitoring skills;

Write activity, management and donor reports (monthly, quarterly, annually) of program activities;

Participate in designing and conducting CBM-T related advocacy and communications activities in line with strategic objectives and policies

Conduct staff training needs assessments, process staff evaluations and carry out managerial administrative tasks for multiple provincial and Kabul based staff members

Maintain good relations with donors and Afghan authorities at the program level

Present program and IWA’s work at relevant national and international conferences and meetings

Explore and participate in the development of partnerships with likeminded civil society organizations

Any other program management related tasks, as required

Job Requirements

Education
At least a Bachelor degree in Law or Theology “Sharayat”

Experience
The successful candidate should have prior work experience in some or all of the following;

International agency or non-governmental organizations;

Community organization and mobilizations;

Legal service delivery, as a lawyer or legal advisor;

Experience in proposal development, donor report writing and budget management.

Knowledge, expertise and capabilities

Have a good knowledge of the aid community and civil society

Good knowledge of the anti-corruption, transparency and accountability, social audit and access to information;

Be a strong and confident communicator and presenter;

Be able to network and establish professional relationships with ease;

Be willing and able to build strong relationships with community members in target provinces as well as public officials of all levels

Be motivated to bring change to the Judicial system in Afghanistan

Able to commit to at least one year;

Willing to work overtime, holidays and weekends as requested by IWA management

Be able to write report

Hold basic knowledge of finance, budget tracking and planning
Languages:
Fluency in English, Pashtu and Dari

Computer Skills
Office Package “MS. Office, MS. Excel, Power Point”; internet, outlook;

Personal qualities

Should be able to work as a team and independently;

Should have analytical skill;

Should be able to resolve problems;

Posses a High level of motivation and strong work ethic
