Job Summary

The position is responsible for the implementation of DRR component of the FIRUP-K project. The PM-D is responsible for the development and implementation of new initiatives and learning on the DRR component of the FIRUP-K project. The incumbent will work closely with key staff involved with different components of the project to incorporate DRR in the project components.

Duties & Responsibilities

1. Provide technical expertise for developing and executing innovative approaches in DRR and related areas.
• Develop and design new initiatives in the above area of work
• Ensure implementation of the initiatives in close collaboration with the team
• Develop capacities of staff in the area of DRR and related areas
• For implementation of new initiatives within DRR, maintain a good working relationship with the local authorities, communities and other key stakeholders to ensure optimal project success, quality and security

2. Oversee operations of the livelihood component to meet the project goals.
• Plan, implement and manage DRR projects in a phased and prioritized manner with full consultation and co-ordination with project staff
• Ensure gender is fully considered throughout the project cycle with women being enabled to influence decision- making around DRR and emergency issues.
• Provide assistance in the design and implementation of appropriate monitoring and evaluation systems for DRR and emergency interventions to ensure early and rigorous implementation of accountability mechanisms.
• Prepare progress reports and DRR related documents according to project requirements.
• Oversee and undertake regular monitoring to project sites to ensure project operations meet targets and goals specified in the project documents.
• Develop budget for the DRR component of the project and ensure that they are linked to community level operation plans.
• Monitor budget related to the DRR component.
• Participate in relevant coordination meetings and share information with other agencies as appropriate.
• Any other duties as assigned by your immediate supervisor

3. Supervise direct reporting staff to optimize the quality and efficiency of their outputs and to maintain a high degree of satisfaction with their job and personal development.
• Ensure performance management policy is followed for supervisees.
• Approve IOP of direct report staff and ensure that IOP/s is/are in place for staff on grade 7 and above.
• Encourage mentoring, coaching team building and training opportunities to staff at all levels.
• Ensure creation of a supportive and safe environment under which the project staff feels that adequate levels of health and safety have been provided and staff can develop their professional skills.

Job Requirements

EDUCATION:
degree or preferably bachelor level education in development/relief related subject (, agriculture, community development subjects or management)

WORK EXPERIENCE:
At least five years work experience in the area of project management in both emergency and development programs.


SKILLS: technical skills in the area of DRR
Experience in participatory appraisals, problem analysis and project design a good understanding of developmental and relief concepts.
Computer skills- especially in work and excel.
Strong leadership, team management and staff development skill.
Familiarity with CARE accounting and administration procedures.
Ability to handle emergency situations calmly and effectively.

LANGUAGES:
Perfect knowledge of both spoken and written English is required. Working knowledge of Pushto or Dari as the national languages of the host country will be preferred.

GENERAL:
The position requires a good analytical and English language skills and extensive experience in use of computer. Also the position will be required to travel to all project areas and willingness to work under difficult life conditions.

AUTHORITY:

SPENDING AUTHORITY:
Program Manager has the authority to approve the program expenditure within the limits of authorized budget and CARE policy.

AUTONOMY:
Program Manager has the autonomy to carry out his duties as specified above.

CONTACTS/KEY RELATIONSHIPS: Internal: Primarily Director – Learning and new initiative, project supervisors, . . .
Field supervisors and other Care’s projects, communities.

WORKING CONDITIONS:
The position will be based in Kabul and Travel will be required to all project areas.
