Job Summary:

JOB SUMMARY
This position is responsible for overall supervision of TAFFB project of CARE Afghanistan Rural Assistance Program (RAP) in main office level. The incumbent will be responsible for hiring of staffs for TAFFB project and their capacity building. The incumbent will be responsible for timely submission of reports to donor and other stakeholders. The incumbent will attend the coordination meeting with the project partner and other stake holder. The incumbent will ensure timely procurement of the project required equipments and materials.
The incumbent will directly supervise and Oversee project operations to meet targets and goals specified in the project documents, Manage project resources to ensure that project operations are conducted as planned, Develop new project initiatives in the realm of Rural Assistance to ensure that CARE work can continue and receive funding, Supervise direct reporting staff to optimize the quality and efficiency of their outputs and to maintain a high degree of satisfaction with their job and personal development, Establish and maintain a good working relationship with the local authorities and collaborating agencies to ensure optimize project sustainability and quality and Participate as a member of senior staff by providing advice, reaction and assistance as directed by your supervisor and country director, in order to contribute to a wider consultative body of mission leadership.
The incumbent of this position is responsible for overall organization of target communities in line with the program objectives including election, facilitation and problem identification as well as mobilizing Community Shears for training, and program implementation, identifying projects for the community, facilitating subprojects’ proposals and completion reports and performing any other identical duty as assigned. Assist the target communities in conduction of technical survey, design and cost estimation of their prioritized projects.


Duties & Responsibilities:

A) Ensure hiring of project staffs according to the HR policy and managing necessary project orientation training for them.

• Preparing job description for each position considered for the project.
• Assigning staffs from some RAP current projects and process their transfer with collaboration of the RAP coordinator.
• Ensure announcement for hiring of new staffs for the project.
• Preparing questions or the written test of each newly hired position.
• Organize and participate in the short listing, written test, and interview process of the candidates for the project.
• Ensure conducting of orientation trainings for the project staffs.
• Ensure introducing of the newly hired staffs to the provincial supervisor.
• Ensure hiring of the partner required staffs and conducing orientation training for them.
• Ensure hiring of agricultural consultant for the project and develop job description for him/her.
B) Manage the project resources to ensure that project operations are conducted as planned in CARE and partner level.
• Ensure the budget control by the provincial supervisor in CARE level and by the project manger in partner level.
• Oversee the development of project procurement plans both at CARE and partner level.
• Ensure that the project is adequately staffed and the staffs are assigned according the monthly plan by CARE and partners properly with clear job descriptions and line of authorities and responsibilities.
• Ensure develop provincial and district level budget allocation plans for both and cash.
• Ensure timely proposing and procurement of the project needed equipment and materials.
• Monitor the projects budget, ensure of proper usage of the budgets and provide timely feedback to project staff and other concerned departments.
C) Develop new project initiatives in the realm of Rural Assistance to ensure that CARE work … can continue and receive funding.

• Develop national, regional and provincial level problem analysis to ensure relevance of the new initiatives to the real needs of the target communities.
• Ensure that the projects are in line with the CARE Afghanistan long range strategic plan (LRSP) and annual operating plan (AOP) directions

D) Supervise direct reporting staff to optimize the quality and efficiency of their outputs and to maintain a high degree of satisfaction with their job and personal development.

• Approve individual operating plan (IOP) of direct staff and ensure that all grade 6 and above project staff have IOPs.
• Ensure that all project staffs been informed about their standardize job description and ensure that they are updated regularly to best meet project implementation requirements.
• Conduct mid level and annual performance appraisals of the direct reports and ensure that all project staff are appraised fairly and professionally.
• Ensure that the project staffs receive adequate training to enable them to fully meet the requirements of their jobs.
• Ensure of creation a supportive environment under which the project staff can grow their personal and professional skills

E) Establish and maintain a good working relationship with project donor, the local authorities and collaborating agencies to ensure optimize project sustainability and quality.

• Ensure that effective protocol and activity agreements are established with the relevant authorities, before the project resumption.
• Ensure timely submission of the reports to donor and relevant stakeholders
• Attending the coordination meeting
• Ensure that the counterparts (authorities and partners) are adequately informed of the project policies and strategies so that the level of misunderstanding is minimized
• Participate in the relevant coordination meetings and share information with other agencies as appropriate.
• Use the results of the evaluations for improvement of the follow on projects

F) Participate as a member of senior staff by providing advice, reaction and assistance as directed by your supervisor and country director, in order to contribute to a wider consultative body of mission leadership.

other CARE projects and departments.

Job Requirement:

A. SKILLS:
• Excellent communication skill both written and spoken.
• Satisfactory (responsive to job requirement) reporting and proposal writing knowledge.
• Profession in Project management and project administrative update system.
• Sufficient knowledge to Microsoft Word, excel, PowerPoint, Access, Dari/Pashto word processing and any other software required by the department.
• Acceptable fluent written and spoken English, Dari and Pashto.

B. TRAITS:
• Build personal and inter project relationship, analyze issues, cultural sensitivity, Gender sensitivity, team work, establish a conductive working environment and persuade others

C. EDUCATION:

• B /masters or equivalent in engineering, agriculture, community development subjects or management.

D. WORK EXPERIENCE:
• At least 15 years work experience in the area of project management, community development preferably in the post war situations or in country in crisis.

E. GENERAL:
• Well experienced in participatory appraisals, problem analysis, project design, partnership, team building, project management and a good understanding of developmental concepts. Computer application skills are highly required.

( III ) DECISION MAKING AUTHORITY:

The incumbent is authorized to; utilize budget, request for staff hiring, approval and disapproval of projects, identifying location and allocation of program resources, recommend staff promotion and demotion.

CD, ACDs, PMs, Finance Manager, HR manager, Project Supervisor, Tech. Support team, Lined ministries, UN agencies, Partners, Donors

( V ) WORKING CONDITION
Stationed in Kabul Main office with trips to provincial/site offices.
