The Program Officer CBM-E reports to the Head of Programs and supervise Program Assistant and Program Officer. The Program Officer CBM-E is mainly responsible for day-to-day management of the CBM-E program in target provinces. The Program Officer CBM-E mobilizes the identified communities, organize social awareness trainings to community members and local monitors
Program Officer CBM-E main duties and responsibilities are as follow:
Establish and manage strong relationships with local communities in under coverage provinces (including CDCs, communities, local government and civil societies).
Facilitate means to assist communities in establishing processes by which they elect community representatives to become Local Monitors.
Manage the provincial Focal Points and Local Monitors to meet extensively the community members in target mining sites and record observation about extractive activities in the target mining sites.
Manage processes, and toolkit creation for Focal Points and Outreach Unit to deliver legal trainings to the Local Monitors relating to Afghan law and mining monitoring skills.
Prepare work plans and budget forecasts
Write activity reports (monthly, quarterly, annually)
Monitor data entry process, verify entered data and make sure that the database is working properly.
Visit Ministry of Mining and Petroleum (MoPM), Afghanistan Extractives Industries Transparency Initiative (AEITI), donor meetings, IWA provincial offices and field mining sites, as required
Education
Must be graduated from Geology/ Mining Engineering.
Fluent in Dari, Pashto and English.
Working knowledge of MS Office.
Experience
Hold at least five years’ experiences in mining activities.
Experienced in mining transparency and community monitoring is preferred.

Open to accepting direction and guidance from supervisors; and
Able to work independently and efficiently.
Excellent interpersonal, organizational and communicational skills; personal commitment, efficiency, flexibility
Ability to work effectively and harmoniously with colleagues from different cultures and professional backgrounds
Basic knowledge of the anti-corruption, transparency and accountability issues
Excellent oral and written communication in English, speak Dari and Pashto;
Result-oriented and able to deliver within tight deadlines;
Able to commit to one year at least;
Willing to work overtime, holidays and weekends as requested by IWA management.
Languages:
Fluency in English, Pashtu and Dari
Computer Skills
Office Package “MS. Office, MS. Excel, Power Point”; internet, outlook;
Personal qualities
Should be able to work as a team and independently;
Should have analytical skill;
Should be able to resolve problems;
Posses a High level of motivation and strong work ethic
