About Afghanistan`s Peace and Reintegration Programme :

UNDP Afghanistan is supporting the Government of Afghanistan to implement the Afghanistan Peace and Reintegration Programme. This programme is supported by the international community and the United Nations to bring long term security and stability to Afghanistan. To implement this programme, a Peace and Reintegration (P&R) Trust Fund will be established to support various reintegration efforts, including training programmes, development activities and technical support.

Job Summary:

The gender advisor will provide advice the CEO and support on overall activities to promote partnership and empowering of women at the national, sub-national and community levels within the APRP program implementation in Afghanistan. In order to achieve the APRP goals, the program advisor is responsible to establish good communication and networking between external partners, civil society, stakeholders, community influential leaders at national and sub-national level.

Duties & Responsibilities:

Summary of key functions:

•To design mechanisms for the implementation of the recommendations of the Consultative Peace Jirga on the role of women and children in the peace process.
•To assist in oversight, monitoring and evaluation of APRP in terms of recognition of the position of women in peace and reintegration.
•To liaise with the Ministry of Women’s Affairs
•To ensure that all activities carried out by APRP are in line with the Constitution of Afghanistan and the advances made by women since 2001.
•To supervise and monitor the incorporation of the gender approach in all project activities.
•To support the coordinators of different project components of APRP and sub-components to design mechanisms which facilitate an equal participation of men and women.
•To ensure that the specific needs and concerns of men and women in the peace process are met.
•To find strategies to address gender disparities in the peace process
•To ensure that women and men benefit and participate equally in the peace building and National Community Recovery.
•To ensure that the special needs of women and girls during the reintegration process are considered.
•To ensure that measures that support local women’s initiatives and indigenous processes for conflict resolution that involve women are recognized and incorporated for the consolidation of peace.
•To take into account gender considerations and the rights of women, including through consultation with local and international women’s groups.
•To increase the participation of women at decision-making levels in conflict-resolution.
•To promote awareness of the position of women and to develop mechanisms to change negative perceptions of women.
•To disseminate clear information to Afghan women about the peace process.
To document and systematize project experience and working methodologies with a gender focus.

Job Requirement:

Education:
• University Degree Social Sciences, Business Administration, Political Sciences or related field.
Experience:
•Minimum of 5 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects;
•Experience in the usage of computers and office software packages, experience in handling of web based management systems.

Language Requirements:
•Fluency in Pashto, Dari and English languages are essential
