Job Summary

• Serve as NSP focal point for activities at national level and at and below province level
• Monitor and ensure NSP-related compliance with donor and grant requirements
• Track issues, and provide senior management with regular reports, communicate with and update provincial managers, liaise with field and MRRD
• Ensure staff is aware of and complies with Future Generations policy and procedures.
• Represent Future Generations and liaise with MRRD and local authorities in coordination with Country Director.
• Supervise headquarters, province and district management personnel.

Duties & Responsibilities

NSP Programming
• Facilitate NSP strategic planning and decision making at and below province level, participate in similar activities as member of senior management team
• Guide implementation of systematic, participatory approaches to NSP programming that facilitates consistency, achievements of quality results, and replication.
• Ensure compliance with all donor and grant requirements; oversee provision of NSP services in compliance with the Operational Manual and relevant standards
• Ensure stakeholder collaboration and strengthening of community/institutional linkages during all NSP stages.
• Optimize practical integration of technical and non-technical activities, and facilitate incorporation of participatory principles into all stages of planning, management, and implementation.
• Monitor activities to ensure process and project quality; ensure early identification of and response to issues.

Programme Administration
• Closely oversee management of daily operations at the field and headquarters level, meeting regularly with administrative and finance staff to ensure smooth functioning of each sub-sector (i.e. programme, administration, finance, procurement and logistics) and timely identification and resolution of issues.
• Provide regular senior management briefings on local developments, issues, and trends; monitor and report on implications and impact of NSP on Afghanistan’s overall development.
• Take part in the preparation and revision of budgets, implementation and monitoring
• Ensure compliance with budgetary processes, track expenditure against budget and report non-compliance in coordination with finance manager
• Monitor security-related preparedness, prevention, and response activities within each province and at districts. Coordinate closely with security sector regarding information collection, analysis, and reporting.
• Manage and oversee weekly and monthly planning, reporting and lessons learned.
• Manage and oversee collection, analysis, and reporting activities in close coordination with M and E capacity;
• Prepare and submit regular reports as per management and MRRD/contract requirements
• Participate n Facilitating Partners (FP) and MRRD’s Provincial Management Unit (PMU) meetings
• Oversee maintenance of grant files
• Ensure time management and time sheet submission to admin/finance
• Oversee recruitment of and supervise staff
• Actively seek opportunities to build personal capacity to fulfill professional requirements.
• Systematically streamlines the vision, mission, and values of Future Generations into programmatic interventions.

Job Requirements

• Bachelor’s degree in social or economic sciences, public or business administration. Specific qualification and proven experience in project management is considered essential. A higher degree (MA, M. Sc) preferred.
• Extensive knowledge and experience of managing the NSP is essential
• Minimum five years of progressive working experience with national or international NGOs, donors, corporate sector, the UN, government.
• Extensive experience from large and complex operations, maturity and ability to work long hours under pressure.
• Able to work in a multi-cultural environment and provide leadership
• Advanced knowledge of spoken and written English. Knowledge of Dari and Pashto is must.
• Excellent communication and relationship-building skills are essential
• Experience of using general office equipment (computer, internet, data bases, photocopy machine, etc).
