Organizational Setting

FAO Afghanistan is investing, across all 34 provinces, in resilience reinforcing actions that focus on protecting agriculture livelihoods and local ecosystems, boosting local production of nutritious foods and cash-incomes, and safeguarding critical agriculture sectoral development gains achieved over the past couple of decades through revitalizing rural markets and economy. In 2022-2023, FAO will, under the life-saving assistance Outcome (1) of the UN Transitional Engagement Framework (TEF), focus on the following four priority actions: (i) Safeguarding Wheat Seed Security, (ii) Enhancing Local Production of Nutritious Food, (iii) Livestock Protection and Dairy Sector Support, and (iv) Restoring Irrigation Structures to Boost Cash Incomes. Additionally, FAO will contribute towards resilience building activities under Outcome 2 of the TEF.

Job Summary

Reporting Lines

The Programme Implementation Monitoring and Planning Specialist will work under the overall supervision of the FAO Representative, and the direct supervision of the Deputy FAOR and in close coordination with the Operations Specialists within the Scale-up Monitoring and Oversight Team.

Duties & Responsibilities

Tasks and responsibilities

  • Provide support in the day-to-day work related to project activities in line with the approved work plans;
  • Maintain up-to-date basic records required for OSRO project implementation, and reference records on directives and procedures relating to field operations work; reconcile operational records with other corporate records of the organization regarding personnel, budget and expenditure monitoring, training, purchases, contracts and reports;
  • Support the monitoring of the financial situation (budget, cash flow forecasting, and expense allocations) of projects, ensure proper project budget management, and assist in the preparation of project/budget revisions as required;
  • Monitor OSRO project budgets through mapping the expenditures with a view to assist in tracking delivery, identifying errors in accounting against budget lines and ensure conformity with the financial regulations and administrative procedures of the organization and donors, and as applicable request accounting corrections;
  • Review operational advance requests for OSRO projects and support with the follow-up with administration/finance colleagues on the applicable processing;
  • Contribute towards budget planning/forecasting and specifically develop a cost-allocation-key for GOE related expenses for OSRO project delivery/Regional Office day-to-day operations and project implementation;
  • Assist with the financial evaluation for LOA RFPs;
  • Follow up on actions concerning the completion/closure of field projects and arrange for timely and adequate reporting, including identification of project follow-up requirements;
  • Perform any other related duties as required.

Job Requirements

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

 

Minimum Requirements

  • Advanced (Masters) degree or University (Bachelor) degree in Business Management, Accounting, Economics or a closely related field.
  • For advanced degree at least five (5) years of relevant work experience in accounting, finance, project operations management and/or project management;
  • For university degree at least seven (7) years of relevant work experience in accounting, finance, project operations management and/or project management;
  • Working knowledge (level C) of English and the local languages (Pashto and/or Dari); 
  • National of Afghanistan.

Technical/Functional Skills

  • Extent and relevance of experience in supporting, advising and guiding the implementation of complex multi-stakeholder projects.
  • Extent of experience in budget monitoring and overall project implementation tracking.
  • Ability to develop plans/forecasts for the implementation and coordination of project operations.
  • Demonstrated ability to analyse problems, make appropriate recommendations, and effective decisions.
  • Familiarity with UN administrative, operational and financial procedures.
