Job Summary:

• Establish and track all project bank accounts
• Request fund transfers to project account
• Manage all bookkeeping, bank accounts and cash flow and to ensure sufficient funds are available for effective and efficient implementation
• Provide financial guidance and support to the project.
• Retains all records of foreign bank accounts and signatories.
• Administer payroll for field staff and ensure that all salaries and benefits are paid in accordance with local labor law
• Prepare Field Office financial reporting for the Home Office in a timely and accurate manner
• Process payments to CCN consultants, subcontractors, and vendors
• Serves as central repository for all original documentation relating to financial transactions undertaken in support of the project.
• Track status of project payments and reconciles disallowances and withheld claims

Duties & Responsibilities:

• Prepare Field Office financial reporting for the Home Office in a timely and accurate manner
• Process payments to CCN consultants, subcontractors, and vendors
• Serves as central repository for all original documentation relating to financial transactions undertaken in support of the project.
• Track status of project payments and reconciles disallowances and withheld claims

• Obtains COP/DCOP approval of invoices as required
• Familiar with USAID funded projects
• Obtain USAID tax exemption status letter, oversee the recovery VAT and customs duties from the local Government and the reporting of these taxes to the Home Office
• Assist in managing the accounting, finance and administration components for a program in Afghanistan, including the various petty cash funds and field office finance, accounting and administrative activities;
• Supporting Contracts and Procurement Manager in project budget planning and management;
• Preparing expenditure analysis for overall program and field offices;
• Maintaining accurate and timely financial information;
• Administering payroll for Kabul and Field office staff;
• Preparing cash projections
• Preparing funding requests for programs and operations in consultation with Contracts Manager;
• Reviewing vouchers (disbursement, receipt and general journal vouchers) for program expenditures, and ensuring that expenses are reasonable, allowable, and allocable to the project;
• Coordinating payment of invoices with the field finance officers;
• Reviewing field office fund request;
• Preparing, reviewing, and submitting monthly financial reports to the Contracts and Procurement Manager;
• Supervising and providing leadership, mentoring, and training to the field office finance officers;
• Reviewing petty cash replenishment requests and ensure compliance with strict policies and procedures regarding petty cash;
• Monitoring employee time keeping and payroll payment procedures;
• In consultation with appropriate program staff, Preparing and reviewing project budgets and realignments, in consultation with appropriate program staff;
• Ensuring the program is executed following all Anti-discrimination/equal opportunity policies; and.
• Undertaking other duties consistent with the general scope of work, as assigned by the COP and/or DCOP and the program Contracts and Procurement Manager.

Job Requirement:

• College degree or Certificate of CAT/ACCA or other Accounting/Finance related field or study towards such a certification.
• Excellent computer skills to include Microsoft Office applications and internet software. Knowledge of QuickBooks is advantageous
• Knowledge of Afghanistan legislative acts that relate to accounting, taxation and overall fiscal operations and management is advantageous.
• 3-5 years accounting experience.
