Job Summary

The Project Advisor (CCM) is responsible for the oversight, control, coordination and execution of the CSSP Case and Classification Management System, and reports directly to the CSSP Senior Project Advisor-CCM. This position requires familiarity with the various functions in case and classification management; a full and in-depth understanding of INL/CSSP procedures and policies; and strong leadership skills.

The Project Advisor (CCM) is charged with assisting the General Directorate of Prisons and Detention Centers (GDPDC) in understanding the need for, and creating realistic, sustainable infrastructure; maintain prisoner and inmate records, and ensure the GDPDC is prepared to assume responsibility for the Case Management System; consistently, accurately, and objectively classify prisoners according to their individual risks and needs. Additional responsibilities include: partnering with the GDPDC Court Director to foster a supportive environment and build a administrative capacity for sustainable objective prisoner classification and record keeping system; recognize and encourage the integral relationship classification and records have with promoting alternatives to incarceration, such as early release, drug treatment, mental health services, community corrections and other programs; stress the importance of classification in countering violent extremism via population management, particularly with regards to separating radical and non-radical inmates in order to prevent recruitment; encourage the GDPDC to implement existing provisions for early release based on age and sentence, as well as maximizing the effectiveness of presidential decrees.

This position coordinates activities to ensure comprehensive mentoring and instruction is provided to the (GDPDC) resulting in sustainable knowledge transfer. Organizes work sets priorities and determines resource requirements; determines short-term/long-term goals; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.

Liaise with senior Afghan government officials and provide mentoring, analytical services and support when necessary. Develops and implement strategies, policies, and plans that affect program operations. Coordinate submission of weekly, monthly, and quarterly reporting. Prepares summary written reports based on reviews of records, conducts data collection, and generates analytical reports. Performs other related duties as assigned. Demonstrated ability to present both verbally and in writing with clarity and precision to senior level executives.

Job Requirements

Completion of a four (4) year degree from an accredited university in a relevant field and/or two (2) years of experience in an Afghan Rule of Law Program; Afghan Ministry; International Organization; or Non-Government Organizations (NGO). Up to two- years’ experience can be substituted for candidates with a relevant graduate level degree from an accredited university. Demonstrated ability to present both verbally and in writing with clarity and precision to senior level executives.
Demonstrate a working knowledge of Afghan criminal law and procedures. Ability to develop and maintains effective relationships; effectively works with difficult, hostile, or distressed people; is sensitive to tribal and cultural diversity, race, gender, sexual orientation, and individuals with disabilities. Must have excellent oral and written English, Dari, and Pashtu communication skills, including the ability to produce clear, logical, and concise reports. Skilled with Microsoft Office to include: Word, Excel, Access, and PowerPoint.
