INL/CSSP, Multi Location
PAE is responsible for the INL/Corrections System Support Program (INL/CSSP) that is funded by the US Department of State and is a non-for-profit organization. INL/CSSP is helping Afghanistan improve its Corrections system by providing technical assistance, advice and training to Afghanistan Corrections system professionals.
The Project Advisor (Juvenile) is a member of the CSSP Juvenile Team and reports directly to the Juvenile Team-Senior Project Advisor and ultimately the CSSP Deputy Chief of Team-LN.
This position is engaged in, general and specialized training, and operational support in providing comprehensive mentoring, advising and instruction to the Juvenile Rehabilitation Directorate, Ministry of Justice and all Juvenile Rehabilitation Centers, resulting in a sustainable knowledge transfer. Organizes work, sets priorities and determines resource requirements; determines short-term/long-term goals; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
The Project Advisor (Juvenile) will work as a partner with the Juvenile Rehabilitation Directorate, Ministry of Justice and all Juvenile Rehabilitation Centers to foster a conducive mentoring environment and building of administrative capacity. Furthermore, he/she will enhance JRD/MOJ capabilities, within the parameters of Afghan law and regulation; Increase and inculcate respect for human rights with a specific focus on vulnerable populations; Work with JRD/MOJ executives in developing sustainable training programs, Case management programs, Vocational programs and assist in the development implementation of operational directives.
Liaise with senior Afghan government officials and provide mentoring, analytical services and support when necessary. Develop and implement strategies, policies, and plans that affect program operations. Prepares well-written summary reports based on reviews of records, conducts data collection and generates analytical reports, and ensures timely submissions of weekly, monthly, and quarterly reports as part of the Juvenile Team ensures all SOW deliverables are met. Performs other related duties as assigned.
Knowledge, Skills, Abilities:
Demonstrate a working knowledge of Afghan criminal law and procedures. Ability to develop and maintains effective relationships; effectively works with difficult, hostile, or distressed people; is sensitive to tribal and cultural diversity, race, gender, sexual orientation, and individuals with disabilities. Must have excellent oral and written English, Dari, and Pashtu communication skills, including the ability to produce clear, logical, and concise reports. Skilled with Microsoft Office to include: Word, Excel, Access, and PowerPoint.

Inspires and fosters team commitment, spirit, pride, and trust. Facilitates cooperation and motivates team members to accomplish group goals. Makes well-informed, effective, and timely decisions, even when data are limited or solutions produce unpleasant consequences; perceives the impact and implications of decisions. Determines objectives, sets priorities, and delegates work. Complies with established control systems and rules.
Education and Certification Requirements:
Bachelor’s Degree, Legal
Completion of a four (4) year degree from an accredited university in a relevant field and/or three (3) years of experience in an Afghan Rule of Law Program; Afghan Ministry; International Organization; or Non-Government Organizations (NGO) as an administrator, supervisor, or Project Advisor. Up to two years’ experience can be substituted for candidates with a relevant graduate level degree from an accredited university. Demonstrated ability to present both verbally and in writing with clarity and precision to senior level executives.
