Responsible for providing support in the achievement of the component 2 objective to improve the water supply services of Kabul. Specifically this involves:
Indicator 4 – Assisting in the development and implementation of result and performance based job descriptions for the Kabul Water Supply (KWS) technical staff.
Main Responsibilities and Tasks:
Key responsibilities to support the achievement of the above indicator are:
• Assist and support the HR department in the development and implementation of HR initiatives (e.g. job descriptions, HRM database, training)
• Monitor and evaluate implementation of all initiatives
• Assist colleagues to design and co-ordinate the capacity building training initiatives across the project offices in Kabul, Kunduz and Herat.
Routine tasks include, but are not limited to the following:
• Understanding of current KWS staff competences
• Assessment of future staff competences and performance requirements
• Gap analysis to identify necessary changes
• Translate KWS job descriptions already written in Dari, into English and vice versa
• Identify capacity building training requirements with the HR department and colleagues
• Co-ordinate, implement and monitor training programme, production of documentation and relevant hard and soft file keeping
• Encourage knowledge sharing in KWS and amongst colleagues of training material and documentation
• Assist with long-term decision making in KWS on HR management.
• The staff may be required to travel to other towns of Kunduz, Herat and Northern Towns to do similar short assignments
• Any other task assigned by the Team Leader within the competency of the incumbent
At least high school graduate higher acadamic university qualification in Business Administration specifically HR is prefereable.
The incumbent will be an Afghan national, being fully fluent in both national Dari and Pashtu, as well as being capable in English. Experience with foreigners and specific knowledge of the water sector would be added advantages.
Performance Measurement:
The key performance measures that the incumbent will be expected to monitor and demonstrate improvements are:
• Completion of performance based job descriptions
• Implementation of training programme
