The incumbent will perform a variety of functions relating to project support. The major duties and responsibilities include but are not limited to:
Major Duties and Responsibilities:
The role of Project Controls Manager is to plan, execute, and finalize projects according to a strict deadline and within budget. This include acquiring resources and coordinating the efforts of team members and third-party contractors or consultants in order to deliver projects according to plan. The Project Controls Manager will also define the project’s objectives and oversee quality control throughout its life cycle.
He should be able and willing to travel to the field frequently to control the project activities in order to ensure activities are in compliance with project performance plan. He should have good communication skills and must be able to read, write, and speak English fluently. The Project Controls Manager should have the following specific qualifications and experience to fulfill his/her duties satisfactorily.
Specific duties and responsibilities:
• Enter data into the Primavera Scheduling System as requested by management personnel and consistent with the project Bill of Quantities and milestones, including cost data and resourcing (manpower and equipment), to provide an acceptable and usable Gantt chart.
• Attending pre-site meeting during the contract, liaising with a range of other professionals involved in the project.
• Update Primavera Schedule on a regular basis using quantities obtained from the field personnel and through on-site visits.
• Inform Manager of inconsistencies or potential problems found thru analysis and review of the Primavera Schedules for the project(s); suggest solutions for these inconsistencies or potential problems.
• Control the administration and delivery of contracts by fulfilling the role of representative on selected contracts.
• Review all financial data received from the Home Office for this project(s), compare with independent tracking of financial information, including purchase orders, subcontracts, and invoices generated in Kabul for the project(s).
• Prepare Cost Analysis, Cash Flow and Projections for TO Management use and review.
• Maintain record of expenditure, accounting, costing and billing.
• Ensure that the infrastructure projects are completed to time, cost, quality, and scope as specified and agreed to meet the client’s business objectives by providing efficient and effective project services for the projects.
• Inform Manager of inconsistencies or potential problems found thru analysis and review of the financial reports delivered to Task Order personnel by Home Office personnel.
• Ensure the attainment of a high level of control in protection of projects by the development and implementation of appropriate procedures, practices and reporting mechanism.
• Verify accuracy of data (financial, dates, quantities) that are submitted for required reports for the Manager and/or Reports Department, including but not limited to Daily Reports, Monthly Reports, Schedules and EVMS.
• Carry out any other relevant duties requested by the Manager, working with other project controllers throughout the program.
Essential Qualifications:
• University degree in computer science, computer programming, drafting technology or certificate in Geographic Information System (GIS).
• Computer literate in the entire MS Office suite, especially MS Excel, MS Access and MS Power Point.
Desirable Qualifications:
• Extensive experience and successful track record working in environments where other than English is spoken.
• Wide-ranging experience conducting organization studies and training needs assessments.
Education Requirements:
• University degree in Civil Engineering (BSc) and some management training courses are also preferable.
Years of Experience:
• At least Five (5) years experience in a construction related field, ability to take direction from supervisors, excellent knowledge of computer software applications, including Primavera Scheduling Systems and Microsoft Excel.
Level of English required:
• Good working knowledge of written and spoken English with the ability to draft substantive correspondence.
