About Ministry of Agriculture Irrigation and livestock (MAIL)

The Ministry of Agriculture, Irrigation and Livestock is a key ministry of the Islamic Republic of Afghanistan that aims to develop the agriculture, irrigation and livestock of the rural and urban communities. The Ministry is expected to lay the foundations for a long-term strengthening of local agriculture, to promote governance, to rebuild social capital and leadership within villages and neighborhoods, and to provide assistance for rehabilitation and development to communities.

The Ministry of Agriculture, Irrigation and Livestock (MAIL) is one of the ministries of the Islamic Republic of Afghanistan, working on the development and modernization of agriculture, livestock and horticulture sector in the country. Agriculture is a main source of livelihood of about 80 percent of the country’s population, therefore MAIL is the institution that’s continually working to improve, agriculture production, increase yields, and crop farming across the country. The ministry has been working through various programs in the field of agriculture, livestock, horticulture and cereal crops to support the farmers, manage natural resources, and strengthen agricultural economics.

MAIL has recently developed a program which emphasis on improvement of oil crops value chain/production in the country focusing on its production, processing, increase yield, and capacitate oil crops producers to increase oil crops’ yield and oil production in the country. 

Job Summary

Providing facilities for development and production of industrial and oil crops as well as managing the successful planning and implementation of the oil crops program activities under the overall oil crops program.  

Duties & Responsibilities

1-    Design and prepare working plan in accordance with the objectives and strategy of the relevant organization.

2-    Co-ordinate and supervise all oil crops development activities under the project.

3-    Design national strategy and development plan for industrial and oil crops.

4-    Collect oil crops cultivation, production, and value chain data and analysis the data and incorporate them in the oil crops development strategy.

5-    Design industrial and oil crops demonstration plots and its implementation with cooperation of provincial agriculture directorates and partners’ organisations of MAIL.

6-    Strengthening relationship with relevant agencies and organizations involved in the production and extension of industrial and oil crops.

7-    Introduction of new technology in the field of production and development of industrial and oil crops across the country.

8-    Holding weekly and monthly working meetings with relevant staff.

9-    Providing technical recommendations including cultivation, irrigation, harvesting and processing of industrial and oil crops.

10- Providing recommendations and selection of productive and resistance varieties and identify their adaptation with climate.

11- Strengthen relationships with agencies involved in the production and reproduction of industrial and oil crops.

12-  Delivering guidance of the Directorate of Cereal and Industrial Crops to relevant personnel.

13-  Seek funding opportunities from donors and international organizations for the implementation of the plan and relevant projects. 

14-  Ensure and establish coordination with NGOs and oil crops processing.

15-  Prepare monthly, quarterly and annual reports and send them to the relevant authorities.

16- Coordination, monitoring and evaluation of subordinate staff to ensure that the tasks are carried out in accordance with the required criteria.

17- Participate in monitoring and evaluation of the effectiveness and efficiency of industrial and oil crops development activities and program.

18-  Ability to work with/collaborate with a diverse group to achieve program objectives.

19- Perform any other relevant duties as may be instructed by the supervisor in accordance with the laws, regulation, and goals of the organization. 

Job Requirements

Ø Minimum level of education: (M.Sc. in Agronomy/Extension and MBA preference will be given to M.Sc. in Agronomy and extension pass graduate in the mentioned field.

 Required Experience: Minimum five-year relevant experience is required

Ø Proven experience in capacity development, coaching and monitoring

Ø Proven ability to work within limited time constrains in the preparation of high quality documents

Ø Proven ability to work under stressful conditions and to work with all staffs

Ø Other skills: (Short courses and training relevant to the job).

·      Full knowledge of one of the official languages of the country (Pashto or Dari)

·      Working knowledge of English and excellent capacity to write technical reports in English.

·      Professional and management skills.

·      Task-based computer programs knowledge (Microsoft Word, PowerPoint, and Excel)
