Child Fund Afghanistan, Multi Location
ChildFund Afghanistan will be implementing a one-year project in Nangarhar targeting Afghan returnee families resettled in the Sheik Mesri New Township in Jalalabad. Generally, the project will involve components of Water and Sanitation, Early Childhood Care and Development and Community Organizing.
CONTACTS INTERNAL:
Security, Finance, Operations and Program Units at the National Office – for technical support, advice and coordination of all program-related data and information continuously ensuring that all program quality guidelines are disseminated to appropriate staff; Project team members (i.e. Community Workers, Finance Officer, Guards and Driver) – who will be working with the position holder.
CONTACTS EXTERNAL:
District and provincial government offices with regulatory functions over infrastructure projects, Community Structures such as Shuras and Council of Elders, UN agencies working in the area and appropriate INGOs/NGOs
JOB PURPOSE:
The position holder will exercise oversight over the technical aspects of the infrastructure component of the project specifically, day care centers and solar-powered water systems. She/he will ensure that the designs are technically sound and completely followed.
MAIN RESPONSIBILITIES/DUTIES:
•Ensure that technical sound designs for day care centers and solar-powered water systems are prepared before the start of construction.
•Provide technical assessment of potential and interested contractors in connection with the bidding of the day care centers and solar-powered water systems.
•Ensure that necessary permits and other applicable requirements are secured at the appropriate time.
•Conduct regular monitoring of the progress of construction work.
•Submit regular reports to the Project Manager detailing the progress of the construction work and the issues that need to be raised to the attention of Management.
•Ensure that security protocols are observed when conducting field visits.
•Assist in planning and organizing project visits that may be conducted by staff and/or official visitors of ChildFund Afghanistan.
QUALIFICATION AND EXPERIENCE:
•Must have finished a Bachelors Degree in Civil Engineering as evidenced by a legitimate diploma
•At least 5 years’ extensive experience in managing infrastructure projects
•Strong interpersonal skills and ability to work in a team environment
•Ability to work well under unstable security environments and administrative and programmatic pressures
•Strong ability to train, motivate and mobilize teams
•Good written and spoken English, Dari and/or Pashto
•Understanding and acceptance of ChildFund Afghanistan Child Protection and other policies
