Governmental office The Ministry of Transport (MoT) is responsible for the planning, monitoring, maintenance and development of the various transport infrastructure projects such as Roads, Bridges, Culverts, Railway and Airport in the government of the Islamic Republic of Afghanistan. Therefore to enhance the capacity to strengthen its ability to deliver effective, efficient and transparent services in MPW the Human Resource Directorate wishes to recruit the following staff on contract basis from development Budget for the Ministry of Transport (MoT)

Job Summary:

The purpose of the position is to plan, organize, and coordinate the Project Management functions for the MoPW.

Duties & Responsibilities:


The primary responsibilities of the project management specialist is to support the programme team in ensuring results of projects are achieved as outlined in the project documents. To the required standard of quality and within the specified constraints of time and cost.

Support for the team in ensuring that project implementation is properly aligned with approved work plans.

Provides key support in the implementation of project monitoring and project team, senior management; and implementing partners.

Working closely with top management to prioritize the most important subprojects that ought to be technically feasible, cost effective , financially sustainable ,and economically viable

Working closely with the office of deputy Admin/finance to ensure the overall quality of project planning, management, reporting, monitoring and evaluation.

Identify challenges and providing recommendations to manage risk of the project and ensure the smooth implementation.

Assisting in identify expertise and develop TORs of any additional consultants /resource persons needed to achieve the project objectives.

Assisting in the identification of operational and financial project related issues and develop solutions to address these issues in an effective manner.

Provides information and updates on status of projects to senior management to be presented in various forums such as project steering committee meetings.

Assist in the preparation of regular reports, annual reports, donor reports and briefs;

Provide day-to-day administrative and management inputs to the team,

Support project Director/Deputy in recruitment of projects related staff,

Ensure clear communication among all units (PIU, PMO, NRAP, finance, M&E, admin, and procurement) involved in successful delivery of program. This includes day-today communication with donor, coordination with key partners,

Oversees development and implementation of complaints and appeals mechanisms;

Assist in conducting capacity needs assessment, developing, and implementing training plans to strengthen the project management capacity of implementing partners

Any others duty given by program director/deputy.

Job Requirement:


Bachelor’s degree in Economics, Business Administration or related fields.

Management and team leadership ability

Having the required skills in technical field

Excellent Computer skills in operating MS Windows and MS Office programs.

Strategic planning and strong leadership

Excellent management, Coordination and presentation skills.

Good analytical in problem solving skills and related ability for adaptive management.

Partnership development and networking skills.

Strong knowledge and understanding of development issues.

Good communication skills and competence in handling projects external relations at all levels and result oriented, ability to work independently and meeting deadlines

Proficiency in operating Excel, Word, PowerPoint and MS project.

Proficiency in English, Dari and Pashto (Reading, Writing and Speaking)
