Ensure the full compliance of project operations with WHH rules, regulations and policies, implementation of corporate operational strategies, establishment of management targets and monitoring the achievement of results; preparing and sharing project reports (programmatic and financial).
Ensure the planning, organizing and implementation of the Skill Development/ Vocational Training Project of WHH that will be implemented through direct delivery and partnership with local NGO
Adhere full compliance of project operations with WHH rules, regulations and policies, implementation of corporate operational strategies, establishment of management targets and monitoring the achievement of results.
Responsible to follow absolutely binding the anti-corruption policy of Welthungerhilfe in all operations
Improve the planning and operational systems, processes and policies in order to achieve project objectives as well as WHH mission -- specifically, support better management, supervision, reporting, and information flow.
Establishment of healthy relationship and working arrangements with project partners and ensure a transparent and correct communication with project partners.
Oversee all financial management, planning, follow-up expenditure, reporting systems and internal control mechanisms in the project.
Oversee monthly and quarterly assessments and forecasts of project's financial performance against budget, financial and operational goals. Oversee short and long-term financial and managerial reporting.
Constant monitoring and analysis of the operating environment, timely readjustment of the operations, advice on legal considerations and risk assessment;
Organize and implement capacity building of project staff in close coordination with the Regional Manager and the HR Manager in CO
Organize and oversight of Project bank and cash management processes, including liquidity management, risk assessment, bank relationship management; timely accounting and reconciliation of all transactions, security for cash assets on site;
synthesis and reporting of lessons learnt/best practices, and sound contributions to WHH knowledge networks and communities of practice;
Project compliance with corporate human resources policies and strategies;
Optimal staffing of the office and projects;
Oversight of recruitment processes in accordance with WHH rules and regulations, appropriate use of different contractual modalities, contracts management.
Maintenance of the proper performance management and staff development systems.
Area compliance with corporate rules and regulations in the field, WHH procurement policy including sourcing strategy, supplier selection and evaluation, quality management, e-procurement promotion and introduction, performance measurement;
Develop and manage annual project budget
Any other task assigned by line manager.
Bachelor degree in the field of Social Science, Business Administration, Economics or any relevant disciplines. Master degree is preferred.
Minimum 7 years of progressive work experiences within an INGO or Afghan NGO managing large partnership and direct delivery projects.
Working experiences in the field such as livelihood, skill development, small business, job placement, curriculum development, organization development and capacity building with community and local authorities and NGOs.
Previous experience in working with peoples in marginalized situations such as IDPs, returnees, urban poor and other vulnerable groups is desired.
Experience and ability to live and work in diverse cultural contexts in a culturally appropriate manner.
Capacity to manage a heavy workload and adequately respond to multi-tasking.
Experience in strategic planning and execution.
Strong knowledge of contracting, negotiating, and change management.
Excellent English, Dari and Pashto written and oral communication skills.
Organization skills, diplomacy, training and facilitation skills and experience and computer skills
