Job Summary:

This is a full-time, grant-funded DEC Project Manager position based in Herat with regular field trips to project sites in Herat districts. The Project Manager will be responsible for all the management of project implementation and coordination of the project in Herat province. S/he will be responsible for supervision of the WASH engineer, Health Assistant and Child Protection Officer. S/he will have to work closely with Health, WASH sector leads as well as Child Protection Coordinator and Zone Manager to ensure standards of project activities are compliant with requirements of the respective sectors. S/he will also assisting to coordinate the relevant project data collection to ensure that the data is appropriately captured and shared as planned with the Knowledge Management and MEAL Officer for entry into the relevant sector reporting templates S/he is responsible to coordinate and facilitate field visit for donor, MEAL and Comms teams.

Duties & Responsibilities:

Project Coordination and Management:

  • Coordinate closely with the Zone manager and WASH, Protection and Health Sector Leads to ensure timely implementation of the project.
  • Coordinate activity planning, activity implementation and logistics.
  • Manage and lead the project staff in Herat.
  • Work with the project staff in Herat for the proper and timely implementation of the project.
  • Manage the project activities in Health, Protection and WASH sectors in terms of appropriate resource allocation, action plan and teams achievement.
  • With the help of the Zonal manager and Sector Leads, coordinate with Health Assistant, Child Protection Officer and WASH Engineer on implementation of the WASH, Health and Child Protection activities in Herat.
  • Ensure all project operations are implementing as per relevant sector and WV’s standards.
  • Provide guidance to the component supervisors on day-to-day implementation of the project.

Reporting, Administration and financial:

  • Prepare plan and report of the activities progression and submit to the zonal manager.
  • Create and present monthly summaries of project activities to the zonal managers in concerned province.
  • Ensure that monitoring and information management tools are up to date and contain all relevant information.
  • Develop project procurement plan and monitor procurement status of all project items.
  • Coordinate activities of all staff under the project.
  • Organize and supervise the work of relevant components of the project.
  • Ensure the BoQs and estimation prepared by  the WASH engineers, and spending on Health and Child Protection are based on the project available budget.
  • Review the project financial report and provide feedbacks if there is any miss charging happened.
  • Review and revise the project budget in case of need on the budget change.
  • Responsible to ensure that all necessary tools and equipment is available at the project site.
  • Prepare daily distribution reports and any other repots related to the job.
  • Ensure proper beneficiary database is available and project documents kept at safe storage.
  • Perform any other duty that may be assigned from time to time.


  • Ensure that organizational security measures and directives are integrated into the project.
  • Alter project methodologies as necessary to accommodate changing security situations, and ensure the donor is informed/modifications are requested.
  • Monitor the security situation on a daily basis, report as necessary and adjust national staff travel plans as required.


  • Adhere to WV Child and Adult Safeguarding policy and standards.
  • Adhere to WV accountability standards.
  • To be aware and prepared to implement WV Afghanistan Humanitarian and Emergency Affairs plan under the context of (Badghis and Herat) interventions.

Job Requirement:

Required Professional Experience

  • At least 2 years of Project Management/ Coordination experience.
  • Experience in construction WASH infrastructure in the remote areas of Herat.

Required Education, training, license, registration, and certification:

  • B.Sc degree in related field preferably in Engineering, Project Management and Development.
  • Good report writing skills in Dari and English.
  • Strong staff management and communication skills.
  • Ability to engage with different stakeholders and partners in the project site.
  • Ability to work in a team environment and remote areas.
  • Interpersonal, management and conflict resolution skills.
  • Must have good attention to detail, all work must be checked.

Preferred Knowledge and Qualifications:

  • Ability to work in a team environment.
  • Ability to travel to all districts of Herat (where applicable).
  • Strong monitoring skills.
  • Communication skills and knowledge of local communities.
  • Familiarity with context of Herat province (where applicable)
  • Good report writing skills.
  • Ability to engage with different stakeholders and partners in the project site.
  • Interpersonal, management and conflict resolution skills.

Travel and/or Work Environment Requirement:

  • To be able to travel throughout the project area required, with familiarity with the project area preferred.
  • Kushk-e-Kohna and Kushk-e-Robatsangi districts of Herat

Language Requirements:

  • Fluency in English, Dari and/or Pashto, both written and spoken
