Job Summary:

WAW is recruiting a motivated and qualified Project Manager to supervise the 36 month UN Trust Fund to End Violence Against Women (UN Women) funded project with a goal of “Women and girls, refugees and IDPs in the provinces of Balkh, Faryab and Kunduz of Afghanistan who are at risk of or survived of GBV have increased access to basic humanitarian services (including access to justice, medical services, mediation, psychosocial counselling, and economic empowerment) to successfully reintegrate to their communities.”

The project manager is a full-time employee who is responsible for the overall management, planning and monitoring of project activities in 3 provinces (Balkh, Faryab and Kunduz) of Afghanistan. The incumbent will be engaged in extensive coordination and liaison with UN Trust Fund, partner agencies and state actors. She/he will also be responsible for coaching, mentoring and supervising the entire project staff and ensuring adherence to code of conduct and humanitarian principles throughout all phases of implementation. 

Duties & Responsibilities:

• Participate with the senior management team in developing the Project strategy and associated project implementation plans / budgets.

• Assist in communicating mission, purpose, strategic goals and project objectives among project staff to create mutual understanding and ownership.

• Ensure proper and effective communication of the project goals to the project staff as well as other stakeholders.

• Attend monthly stakeholders’ meetings including GBV sub-cluster at regional level and provide update on relevant findings, needed response and advocacy. 

• In coordination with UNHCR protection monitoring project and based on the results of their findings, participate in designing advocacy actions to respond to immediate protection needs of IDPs and returnees.

• Undertake all activities in accordance with internal management systems, operating procedures and policies and monitor field-based work to maintain compliance.

• Manage and implement project interventions to achieve project outputs and objectives, including monitoring and mid-term reviews in accordance with WAW and donor requirements.

• Participate in project evaluations and assist in the analysis of results to assess project impact and effective use of resources.

• Ensure the timely compilation of situation updates, project and monthly narrative reports for field and Head Office management, in accordance with required reporting formats.

• Prioritize project activities and seeks alternate courses of action when facing challenges in terms of access or developments of unpredictable nature.

• Monitor project expenditure and assist in preparing and analyzing project financial reports, understanding variances and taking corrective actions if required.

Team Management:

As line manager for the project team:

• Provide leadership and support to project team to ensure effective management and timely implementation of work plans and budgets.

• Provide supervision, training, guidance and monitoring. 

• Ensure that project staff understands their individual and collective responsibilities for safety and wellbeing.

• Ensure that all staff adhere to code of conduct and humanitarian principles.

• Assist in monitoring well-being, health & safety of project staff (including food, accommodation, compound management, health & hygiene) as appropriate.

• Conduct regular performance reviews and encourage the personal development of each individual (including personal development plans and the identification of training needs).

• Conduct exit interviews, disciplinary and grievance procedures as required.

• Ensure that staff respects local cultural and gender sensitivities.

• Ensure detailed records are kept and analysis made of work-related injuries, accidents, security incidents and fatalities to project staff.

• As part of WAW team, promote the conditions for effective teamwork and commitment to WAW values and operating principles.

• Identify / define project team composition and required personnel competencies.

• Oversee staff planning, recruitment, induction and orientation processes for project staff.

• Maintain an effective filing system for storing project documentation in accordance with WAW standard procedures.

• Maintain all filing for the Project office, including personnel filing.

External Relationships / Representation: 

• Maintain regular dialogue with the UN Trust Fund (UN Women) team. 

• Build positive working relationships with local communities, district and provincial government officials, community representatives, NGOs and donor representatives.

• Support external policy influencing activities with relevant district and regional government, inter-government and non-governmental agencies (in consultation with field management and UN Trust Fund (UN Women)).

• Attend relevant inter-agency workshops, conferences and sector coordination meetings as required.

• Keep informed of sector developments and key initiatives.

• Host occasional visits to project sites by interested personnel.

Job Requirement:

• Minimum of three years of work experience in Project Management, preferably with UN, USAID and other INGO  

• Previous experience as team manager with supervisory capacity will be a strong asset 

• Bachelor Degree in relevant field 

• Excellent communication skills and experience in working with group of national and international staff with different diversity 

• Strong knowledge on protection principles 

• Fluency in Dari and good level of English is required while knowledge of Pashtu/Uzbeki will be an asset

• Good knowledge of Office package (MS Word, Excel, etc…) 

• Strong organizational skills, and ability to prioritize work. 

• Ability to work effectively both independently and within team and supervise the entire unit
