Job Summary:

The objective of the project is to develop four construction codes (Building Codes): Architectural codes, Structural codes, Urban Development code, and Highways and bridge design code, which will lay the ground for a modern, safe and sustainable building design and construction practices. The project will also ensure competition in the construction sector as well as safer building practices through development of series of building codes compatible with Afghanistan’s geography, landscape and weathering. The building codes will comprise of the set of four codes in the following order:

1• Architectural Design Codes (Fire safety, rain screen, accessibility, fire separation, finishing, landscape design, interior design, floor functional programming, architectural planning, acoustics design, lighting design and more.

2. Structural Codes (small buildings, large buildings, foundations, concrete structures, steel, wood, fibre polymer reinforced concrete.)

3• Urban Development Codes (city planning, green area design, land development, urban development design, industrial and commercial area design....) (for Current job)

4• Highways and Bridge Design Codes (Highway planning, road planning, highway design, bridge design, culvert design, Bridge rehabilitation, Structure evaluation.

5.Afghanistan Building Codes (ABC) while an interpreted version of the international codes will have the following specifics:

6• Compatibility with Afghanistan’s soil, weather,
geography, landscape, geotechnical specifications
and cultural specifics.

space, storage space, parking space and business
sharing uses.

9. In due regards to the crucial role of Standards in
economic growth and development, private sector
improvement and consumer protection Afghan National
Standards Authority is established.

10. ANSA is and will be the unique standard body in
Afghanistan authorized and responsible to prepare
and implement national standards and codes in the

11. ANSA was awarded a grant to develop the Afghanistan
Building Codes (ABC). In order to create
reasonable working conditions for the Building
Codes Technical Committees (TC); a national officer
is needed to organize the daily work of the TC and
supervise the process of codes translation,
adaptation, interpretation and publication.

Duties & Responsibilities:

Day to day supervision of all project activities including administration, finance and technical works of the Technical Committees (TCs):

1. To develop an action plan in compliance to the
project schedule within 2 weeks.

2. To supervise the daily activities of the national
and international staff of the project as well as
contractors/technical assistances.

3. To communicate with all stakeholder in order to
invite them to the technical committees, and
improve contribution of government, private sector
and academia in standard development.

4. To conduct need assessment for TCs and work with
international experts to develop a capacity
building/ training program.

5. To assist TCs in developing standard procedures for
TC works including operation manuals, forms, and/or

6. To make sure the accuracy and efficiency of the
Professional Translation Services for translation
of draft codes.

7. To attend at least one meeting of each TC in a
month and make sure that adequate resources are
available, the progress is satisfactory and the
standard procedure is applied.

8. To make sure that the Technical Assistance (TA) is
providing sufficient support to code development
process especially the capacity building aspects as
per the contract.

9. To initiate monthly, quarterly and annual report of
the project and submit it to Technical Deputy
Director General of ANSA.

10. To review the minutes of the TC meetings, highlight
the key issues, provide necessary recommendations
and submit the minutes to Technical Deputy Director
General of ANSA.

11. To initiate/review Purchase Orders for procurement
of goods and services as required by different
technical committees, process the PO in compliance
to standard procedures for finance and procurement.

12. To make sure that all financial records are in
compliance with the Procurement Law of Afghanistan
and standard procedures of the donor.

13. To initiate/review all documents including letters,
requests, proposals, RFPs, reports and internal
communications prior to submitting to Technical
Deputy Director General for approval.

14. To establish and keep an efficient communication
with the donor.

15. To make sure that required codes for TC work are
available whether they should be purchased,
requested, obtained through special links, etc;
and, if required, is translated on a timely manner.

16. Any other assignments given by his/her supervisor.

Job Requirement:

1. BSc in Engineering (civil engineering, road
engineer, architect) with 5 years experience.

2. At least 3 years experience in project management.

3. Fluency in English, and Dari or Pashto. Working
knowledge of both national languages is required.

4. Computer: MS office, in particular MS. Word, Excel,
and PowerPoint.

5. Knowledge of standards and standardization
procedures is an asset.

6. Ability to interact and establish / maintain good
and effective working relation with all parties.

7. Hard working, ability to work under pressure and
tight deadlines, Good Communication skills,
Confidence appearance.
