Job Summary:

The Ministry of Education wishes to develop, test, and refine a model for recruiting and upgrading female teachers in secondary schools in rural and insecure areas. The modelling process is in line with the MOE National Education Strategic Plan Programs and Sub-Programs for General Education and Teacher Education. The model will contribute to MOE capacity to achieve its target for 60% net enrolment rates for girls by 2014.

The MOE has requested AusAID assistance under the Development Assistance Facility for Afghanistan (DAFA) to develop, test, and refine a model for recruiting and upgrading female teachers in secondary schools in rural and insecure areas. DAFA developed a Proposal for Assistance with the MoE for the Activity which has now been approved by AusAID

DAFA seeks to engage an Implementation Officer to provide support for the implementation of this Activity in partnership with MoE.

The Implementation officer would work based in the Ministry of Education in Kabul with the Activity Team of DAFA and MoE.

Duties & Responsibilities:

Coordinate Technical Direction Group Meetings and prepare notes of the meetings.
• Coordinate activities with MoE various departments
• Keep in touch and work closely with office deputy minister to academic affairs, planning, and recruitment directorates.
• Supporting provincial staff in related tasks and be able to travel to Paktia province.
• Coordinating capacity building / social mobilization workshops community members
• Liaise with Paktia Provincial Education Directorate regarding activity implementation.
• Assist DAFA Implementation Coordinator in preparation of monthly report and submit it to DAFA.
• Guide project assistant in financial, procurement and logistic issues.
• Performs other relevant duties as directed by DAFA implementation Coordinator

Job Requirement:

2-3 years working experience
• Tertiary qualification in administration, international development or related field;
• Strong analytical capability and the ability to understand complex issues;
• Excellent English, Dari / Pashto language skills;
• Strong interpersonal and written and oral communication skills, with the ability to liaise with MoE in a professional and effective manner;
• Well developed and highly effective time management and organizational skills;
• Excellent skills in Microsoft Office (Word, Excel, Outlook and Access); and
• Bookkeeping skills and advantage.
• Capacity to work independently and use initiative to seek out opportunities
• Ability to operate positively and productively under pressure and to balance several competing priorities at once
• Demonstrated interest in development work
• Willingness to travel when required
