Job Summary

The Development Assistance Facility Afghanistan (DAFA) is an AusAID project supporting capacity building in four key Ministries: Ministry of Education, Ministry of Public Health, Ministry of Agriculture, Irrigation and Livestock and Ministry of Rural Rehabilitation and Development.

The DAFA needs an energetic, experienced and enthusiastic person with a lot of initiative to be the Project Officer in order to assist in the operations of DAFA.

Duties & Responsibilities

• Coordinating in-country orientation for all national advisors/personnel and International consultants.
• Preparation of ToRs and recruitment, selection and contracting of national advisors/personnel
• Assisting in the implementation of DAFA procedures, including recruitment strategy and procurement procedures
• Perform as the focal point for coordination of DAFA administration, procurement, logistics issues with the GRMAF Operations Department
• Providing administrative support to the DAFA Steering Committee
• Providing secretarial and administration support to the Facility Manager and Deputy Facility Manager
• Provide administrative and logistical support to technical teams and DAFA Management;
• Provide assistance in the preparation of documentation, reports and correspondence as required;
• Providing technical and administrative support to the DAFA Activities as and when required;
• Project file record keeping (contracts, insurance, etc)
• Identify opportunities for administrative process improvement and work with colleagues to implement improvements;
• Other tasks as requested by DAFA Management.

Job Requirements


• Tertiary qualification in administration, international development or related field;
• At least two years work experience
• Strong analytical capability and the ability to understand complex issues;
• Excellent English, Dari and Pashto language skills;
• Strong interpersonal and written and oral communication skills, with the ability to liaise with government, donor and partner organisations in a professional and effective manner;
• Well developed and highly effective time management and organisational skills;
• Excellent skills in Microsoft Office (Word, Excel, Outlook and Access); and
• Bookkeeping skills an advantage.

• Ability to operate positively and productively under pressure and to balance several competing priorities at once
• Demonstrated interest in development work
• Willingness to travel when required
