The purpose of the Project Officer, Electrical Engineer (National) is to support PIU team in better implementation of packages related to NHRP under supervision of Project Manager and Project Director.
Duties & Responsibilities:
It is expected that the Project Officer (National) will provide conceptual, technical and implementation support for the Naghlu Hydro Power Rehabilitation Project (NHRP). Meanwhile he/she will technically oversee the current implementation mechanism then He/She will develop the result note on functionality of targeting mechanism in the context of Afghanistan and will particularly carry out the following but not limited to:
Assist and support PD, PM and other project staff on NHRP project related issues.
Will be responsible for all project related tasks during the absence of PM.
Supervision of the main and subprojects of NHRP as per the instruction.
Preparation of TOR, RFP, technical specifications for the sub projects, and consultants.
Preparation of status and progress reports of the projects.
On time response to the official letters, from World Bank and other organizations.
Attending meetings as per the PD or PM instruction with World Bank and other organization.
Prepare, review and documentations of NHRP related documents.
Daily Follow up the projects related issues with all internal offices and contractors.
Evaluations, of proposals, and preparation of reports.
Ability to collect data, compile information and prepare reports.
Ability to plan, develop and coordinate multiple tasks.
Travelling to project site to inspect work progress.
Staying on project site for several days as per project’s necessity and PD & PM instruction.
Knowledge of office management principles and procedures.
Skills in the use of database management, word processing, spreadsheet, and/or presentation software.
reading design specifications and technical drawings;
Ability suitable solutions and estimating costs and timelines; and
Any other assignment given by direct supervisor.
The Project Officer, Electrical Engineer is expected to have a Bachelor of Science (BSC), but preferably a Master in Electrical Engineering.
A minimum 4 years of relevant working experience is required. Previous work experience with energy projects funded by the World Bank, USAID, ADB or other International Organizations working as a site engineer or project officer is an added advantage.
The consultant should have an excellent computer skills specific expertise in (Ms Office, Auto CAD, Microsoft Project and other engineering programs),
Should have good command in English and be fluent in both national languages.
