About UNOPS:

The United Nations Office for Project Services (UNOPS) in Afghanistan is responsible for implementing a number of projects on behalf of the Government of Afghanistan and the aid donor community. The Afghanistan Operations Centre (AGOC) has been set up as an organizational mechanism to deliver a range of projects for which UNOPS has been designated as the Implementing Agency. The functional objective of UNOPS AGOC is to deliver its projects in an efficient and effective manner, so as to achieve the outcomes sought by the project and to assist in the development goals of the Government of Afghanistan. The stated goal is to provide implementation services to the Government of Afghanistan, the donor community and partner agencies in the reconstruction and development of Afghanistan. Job Summary:

Under the overall supervision and guidance of the Team Leader and CTA of SCRTFP the PSO is responsible for the financial management of the SCRTFP and TBMP projects. Specific duties and responsibilities include:

Duties & Responsibilities:

(i) Project formulation and approval
• Coordinate with Team Leader in drafting proposals in accordance with UNOPS Policies and Procedures. Assist in identifying potential clients (i.e. Governments, Country Offices and other funding institutions) and business partners to pursue new business opportunities
• Coordinate with Team Leader in negotiating the most cost effective and mutually beneficial
terms for UNOPS services with prospective clients and partners
• Assist the Team Leader in the operational management of program implementation, ensuring
proper application of UNOPS rules and regulations.
• Assist Team Leader in preparing IAN (Implementation Analysis Note), Project Proposal and Formulation in ATLAS ERP System.
• Review and comment on operational aspects of proposed projects and analyses implementation arrangement for soundness, feasibility and cost implications

(ii) Project implementation and reporting
• Prepare operational budget according to UNOPS Financial Management system and
ensure accuracy of support documents for approval by HQ
• Prepares all documentation and data needed for project acceptance.
• Monitors all aspects of project progress, implementation and the desired outcomes;
identify operational and financial problems and find workable solutions.
• Advice Team Leader on best practices and innovative approaches, identify and show
alternative options according to project needs, explain budgetary implications and provide feasible options on the way forward
• In close collaboration with the Team Leader, initiates and obtains approval for changes in project components to attain project objectives more effectively (and negotiates for additional funds if needed) or when necessary the project extension.
• Prepares project and budget revisions in consultation with UNOPS clients (recipient government, funding agency).
• Prepares draft financial reports and schedules on the UNOPS accounts and provides periodical and/or ad hoc financial reports to donors and UNOPS clients (i.e. project delivery reports, financial monitoring reports and progress reports, etc)
• Ensure the hiring of project personnel, procurement of goods and services and
disbursement of funds are undertaken according to UNOPS project policies and procedures
• Develop long/short term project targets and monitor progress to measure performance in consultation with the Team Leader.
• In consultation with the Legal Officer the incumbent prepares contract documents and
letter of agreement with institutions and UN agencies.
• Develops and implement, in collaboration with the Team Leader, strategies and procedures to improve client relations and services. Assist Team Leader for future collaboration with clients, if possible

(iii) Operational support

• Ensure that all business process are backed-up by required supporting documents for
processing of staff and sub contract payments, awarding and amendments of contracts
• Ensure conformity of project disbursement requests with procedures, work plans and
availability of resources for expenditure Ensure that Purchase Orders are raised and RPA, requisitions for procurement, contract issuance and amendment as well as disbursement of funds are processed and costs captured with sense of urgency and accuracy
• Manage subcontracts and other project related transactions, ensuring updated records and information
• Advise project staff on the application, interpretation and adoption of UNOPS-AGOC's corporate operational rules, procedures and guidelines in all transactions.
• Prepares monthly projected and actual burn-rates.
• Develops and implements a timetable for the financial and contractual closure of
projects that have been operationally closed.

(iv) Project Completion

• Assist in the preparation of project completion reports and ensure compliance with contractual obligations
• Ensure smooth project completion in accordance with UNOPS Project policies and procedures with specific focus on audit requirements in the following areas (i.e.
expenditure reports, clearance of ULO and assets management
• If required assists in drafting final report and TOR for an independent project
evaluation
• Assist in assessing different phases of the project implementation and share "lesson learnt" with the project team/ staff and management
• Encourage and institutionalize knowledge sharing with and capacity building of the
project team and in interacting with clients and partners

(v) General duties

• Maintain close communication with other PSOs to ensure constant exchange of best practices and standardization of approaches
• Share knowledge and expertise in Project Management with other colleagues.
• Promote UNOPS as a credible partner in project management and operations as well as expanding its strategic partnership instruments
• Assist national personnel in the capacity building aspects; training and other related activities and identify areas that can improve staff performance.
• Other duties as may be assigned by supervisors

3. Monitoring and Progress Controls
• Project Budget for fiscal year is prepared in timely manners for stakeholders and HQ's approval
• Up-to-date project financial data is available for management review, project financial report is prepared on quarterly basis or as requested and presented to stakeholders
• Team Leader is informed of any variation in project budget and expenditure and advised for remedy or budget revision
• POs are raised in time and payments are made within a week after the receipt of the claim.
• Prepares projected and actual burn-rate on monthly basis and control mechanism is in place for appropriate fund disbursement

4. Final Product
The PSO reports to the Team Leader, interacts frequently with project personnel and participates in regular coordination meetings.

• Final project financial report delivered on time with accurate and transparent information
• Project closure report complete and accepted by stakeholders

Qualifications:

Education
• Master’s Degree in business administration, economics, accounting or related field required. Bachelor’s Degree with additional two years of experience may be considered in lieu

b. Work Experience
• Minimum 5 years of professional relevant experience and related experience in the finance, budget administration and/or related field.
• Previous UN/UNOPS experience highly desirable.
• Experience with UNOPS financial systems or financial reporting is considered an advantage.

c. Key Competencies
• Ability to operate computer and word processing packages.
• Knowledge of ATLAS accounting system a strong advantage.
• Fluency in both written and oral English is required. Knowledge of Dari language.
• Initiative and sound judgment.
• Good negotiation skills
• Ability to work under difficult conditions.
• Commitment to work and willingness to work over hours if required.
• Dedication to the United Nations principles and demonstrated willingness to work as
part of a team.
