Job Summary

Land Information System
To develop and manage a system encompassing the identification of land ownership rights, set up and maintenance of accurate information system related to boundaries, location, value and authorized use of land plots, provision of necessary infrastructure, and land transfer between different government and non-government entities.

Land Lease Services
To provide easy, quick, and effective one-stop-lease services to local and international investors and defined social groups in line with national priorities and ensure timely, comprehensive and continuous lease execution.

Land Registry System
To establish and manage an efficient system, ensuring the proper issuance of deeds and land titles for all properties, proper registration and filing of all land transactions occurring in the country, and resolving the primary conflicts emerging therefrom.

The functional-related long term goals are to build up competencies for the following:

Operations
To set up and manage the Operations Department which will provide the entire organization with appropriate organizational infrastructure such as finance, human resources, information technology, archiving, logistics and procurement, transport and security.

Communications
To establish credibility and sustainable partnerships with stakeholders through the provision of accurate and timely information, creating awareness and imparting knowledge to understand ARAZI services, and to inform the national and international investors on the availability of opportunities to invest in land development in the country.

Internal Audit
To establish the internal control system in order to objectively examine, evaluate and report on the suitability and efficiency of the services delivered with the view to contribute to the proper, economic and effective use of resources.

ARAZI is now in Phase II (the preparation phase) of its existence. In the phase I (the design phase) aspects required for ARAZI’s establishment including legal, organizational policies and procedures, land inventory standards, land lease procedures etc. were focused. On the verge of Phase II, ARAZI is now a legal entity with core land management competencies of the Government of Afghanistan. The main objective of Phase II is to prepare ARAZI, in 10 months time, for the pilot implementation that will be followed by the full implementation phase. Therefore, the focus is on developing the working procedures, systems and pertinent models for every department of ARAZI in order to enable its full operationalization in the design phase.

Duties & Responsibilities

. Consultancy Objectives / Deliverables

The Proposal/Business Plan Specialist (hereinafter referred to as “Consultant”) will develop

. One general proposal and four business plan templates for the use of applicants for four Arazi types of leases, and
. A proposal and business plan scoring operations manual

Arazi aims to lease government lands for four main purposes: 1) agriculture, 2) livestock, 3) services and 4) industries. The leases will be awarded to tenants after their proposal and business plans are analyzed and scored and Arazi is assured that the business plan promises good use of government lands.

The aim of this consultancy is to develop a comprehensive proposal template that serves the purpose of all these lease types and four specific business plan for four lease types i.e. agriculture, livestock, services and industries in order to ensure that there are uniform and consistent proposal/business plan formats.. The format shall include all the key areas of business management including company description, product or service, market analysis, strategy and implementation, management team and financial plan. Cross cutting issues such as gender equality and environmental sustainability will also be incorporated. It will be designed to provide the potential customers appropriate opportunity to present the key features of their business and approach.

The proposal and business plan scoring policy and mechanism assignment involves developing a transparent, effective and benefit-oriented proposal/business plan evaluation procedure, which ensures that the most beneficial proposal/business plan is awarded the contract. With due consideration to principles such as gender equity, balanced development, poverty-reduction, job-creation, technology transfer and sustainable development, the procedure will provide the details of the evaluation team composition, scoring system, decision making system, and confidentiality assurance measures. This activity leads to equitable and profitable realization of contracts and in particular the consultant will be responsible to:

A team of 3 permanent Arazi staff will be in place to collaborate with the consultant on a full time basis. The team consists of the management staff of the Land Lease Directorate (1 Director, 1 Deputy Director, 1 Program Officer). The Consultant will interface on a daily basis with the these personnel who will support him/her in organizing key meetings with Arazi CEO and Deputy CEOs, public officers, collection of national documents, participating in brainstorming sessions, reviewing draft documents produced by the consultants, etc. It is expected that the Consultant will help build enough capacity within the national team to guarantee smooth implementation of the Directorate’s operations after the conclusion of his/her assignment. He/she is responsible for at least 15 hours of general and technical on site and off site training to the national staff participating in the assignment.

Business Analyst task is to:
Develop four uniform Proposal/Business Plan templates for Arazi’s four types of leases
Submitting a detailed inception report (work plan) no later than a week after signing the contract
Researching, collecting, evaluating and consolidating business plans / proposals of national and international companies regarding for the four types of leases
Identifying the business plan development service provides in Afghanistan
Identifying the key as well as complementary areas of proposals and business plans to be used for various categories of applicants (i.e. farmers, small and medium enterprises, cooperatives, big companies, MNCs etc.)
Sharing the initial draft of the templates and consulting with Arazi management and stakeholder particularly the business community to finalize the templates
Developing a power point presentation of the templates and training the Land Lease Directorate’s relevant staff with an aim to ensure that they fully understand the documents and process
A proposal scoring (evaluation) operations manual
Identifying the objective, guiding principles and overall policy of the evaluation process of the proposal (including the business plan)
Identifying the composition of the proposal evaluation team
Devising procedures that ensure transparency, accountability and confidentiality of the process
Developing the forms and establishing the filing system of accepted and unaccepted proposals
Developing a power point presentation of the operations manual and training the Land Lease Directorate’s relevant staff with an aim to ensure that they fully understand the documents and process

The present ToR may be modified and /or amended by the parties through mutual consent.


. Report and Supervision

The consultant should report and will be supervised by ARAZI CEO who will provide the strategic outlook to the consultant and upon his/her successful completion of the given deliverable, he will approve the document.

Job Requirements

Area of expertise and capabilities:
In-depth knowledge and extensive experiences in areas of Project Management, Proposal Development, Business Plan Development)
Minimal education level required:

The ideal candidate has a master degree (doctoral degree preferred) in Business Management, Public Administration or Economics and at least 10 years of working experience in related field. .
Professional experiences required:

At least 10 years of working experience in related field
Personal Skills (qualities and behavior required)
