UNDP supports stabilization, state building, governance and development priorities in Afghanistan. UNDP support, in partnership with the Government, the United Nations system, the donor community and other development stakeholders, has contributed to institutional development efforts leading to positive impact on the lives of Afghan citizens. Over the years UNDP support has spanned such milestone efforts as the adoption of the Constitution; Presidential, Parliamentary and Provincial Council elections; institutional development through capacity-building to the legislative, the judicial and executive arms of the state, and key ministries, Government agencies and commissions at the national and subnational levels. UNDP has played a key role in the management of the Law and Order Trust Fund, which supports the Government in developing and maintaining the national police force and in efforts to stabilize the internal security environment. Major demobilization, disarmament and rehabilitation and area-based livelihoods and reconstruction programmes have taken place nationwide. UNDP Programmes in Afghanistan have benefited from the very active support of donors. UNDP Afghanistan is committed to the highest standards of transparency and accountability and works in close coordination with the United Nations Mission in Afghanistan and the UN system as a whole to maximize the impact of its development efforts on the ground.

Job Summary:

UNDP has been providing gender technical support to the Government of Afghanistan through the Ministry of Women’s Affairs (MoWA) since 2002. In 2007 UNDP signed its project on Institutional Capacity Building for Gender Equality (Gender Equality) with the MoWA and the Ministry of Economy (MoEc) to strengthen capacity of selected state institutions for the advancement of gender equity and women’s empowerment in Afghanistan. During the 3 year duration of the Project from 2007-2010 (May), it developed effective gender mainstreaming models and strengthened the capacity of government ministries and institutions at national and sub-national levels. On completion of this Project, UNDP, Afghanistan has developed a new project which builds on the piloting initiatives of the previous project and focuses on 3 key objectives which are in line with the goals set out in the ANDS for gender equity and consistent with the Millennium Development Goals of gender equality and empowerment of women. The project has three components. These 3 objectives are:

1) Scaling up of capacity-building and policy development interventions of partner ministries through the development and implementation of sound governance strategies at the national and sub-national levels in partnership with line ministries (with emphasis on the Ministry of Women’s Affairs, MOWA), parliament and other institutions and networks engaged in the promotion of gender equality, including the development of gender-sensitive learning channels and production of knowledge-based products on gender mainstreaming.

2) Focus on the socio-economic empowerment of women through the design and implementation of demand-driven and context-specific poverty alleviation activities in line with major national policies.

3) Facilitate the inclusion of women in the peace and reintegration process by establishing linkages with relevant UNDP projects/initiatives of other development partners and initiatives for promoting a gender inclusive approach.

In addition, the emphasis of the new project is to enhance the capacity of the counterparts and other ministries and institutions involved in the implementation of the project both at the national and sub-national levels. The position of the Provincial Co-ordinator has been created to ensure that the implementation of this component in the Herat province delivers the results and outputs. The Provincial Co-ordinator will be based in Herat.

Duties & Responsibilities:

Under the guidance and direct supervision of the Programme Manager, Gender Equality, the Provincial Co-ordinators will ensure effective implementation of the project at provincial level; overall co-ordination and monitoring of the implementation in the province. The implementation of the component will be undertaken mainly by NGOs, women’s organizations, CSOs; the Provincial Co-ordinators will ensure that the NGOs, CSOs carry out activities as per the plan and they are provided with necessary oversight and guidance in this respect.

The specific responsibilities of the Provincial Co-ordinate include:

• Oversee and monitor project implementation carried out by NGOs, CSOs in Herat province;
• Facilitate development of detailed action plan for the implementation of the project in selected districts;
• Provide necessary guidance and supervision to NGOs and CSOs;
• Establish co-ordination mechanism among key project partners (i.e. concerned provincial departments, UN agencies, NGOs, women’s groups, CSOs) and provide regular support for effective co-ordination and co-operation among partners/stakeholders;
• Facilitate co-ordination and co-operation between provincial partners and project management team in Kabul;
• Represent Gender Equality project at the provincial level and ensure co-ordination with government institutions and other UN/UNDP projects;
• Institutionalize project monitoring system and help facilitate monitoring of implementation;
• Ensure quarterly progress reporting mechanism is understood and utilized by the implementing partners;
• Ensure that proper documentation and reporting of events, lessons learned from the field is done in a timely manner by the implementing partners;
• Facilitate data collection exercise and other project activities that will be implemented at sub-national level in the selected districts in Herat province;
• Maintain close working relationship with local leaders, Mullahs, women’s groups, paralegals and local authorities and ensure their full participation in the project implementation;
• Advise media organizations on advocacy campaigns and ensuring their full consultation with the departments of Hajj and Religious Affairs, Justice, Women’s Affairs, Agriculture and Economy in Herat province;
• Responsible for effective use of financial and other resources at provincial level;
• Prepare periodical (monthly and quarterly) reports—both narrative and financial reports;
• Ensure capacity of concerned provincial departments and NGOs, CSOs is enhanced and ensure that a planned approach to institutional capacity building is taken and progress in this respect is closely monitored and reported;
• Support the development and promotion of intellectual resources in the field of gender in the province;
• Maintain close co-operation with all the project advisors based in various ministries in Kabul and the M and E and Learning Specialist, and the Communication Officer and facilitate their work in the provinces as well as ensuring that provincial departments receive benefits from the work of the advisors/specialists;
• Provide supervision and guidance to staff based in the province;
• Any other tasks assigned by the Project Manager.

Key Expected Results:

The function of the Provincial Co-ordinator is critical for the implementation of the Gender Equality Project in general and the component three in particular. The efforts of the Provincial Co-ordinator will result in effective delivery by the implementing partners and production of outputs in a timely manner.

Job Requirement:

Education and Experience:
• Master’s or bachelor’s degree in social sciences, business administration, management;
• With master’s degree 2 and with bachelor’s degree 4 years of relevant working experience is required;
• Familiarity with the national development plans and strategies and major gender issues in Afghanistan and commitment to promote gender equality and women’s development;
• Experience working with UNDP, others UN agencies and/or Government is an advantage;
Language Requirements:
• Ability to communicate, orally and writing in English, Dari/Pashtu;
