The aim of the EQRA Project is “to increase equitable access to primary and secondary education, particularly girls, in selected lagging provinces, and to improve learning conditions in Afghanistan.” EQRA introduces a shift from monitoring only the enrollment of students (which also includes attention to students designated as ‘permanently absent’) to focusing on bringing children into school as well as student attendance. The Education Quality Reform for Afghanistan (EQRA) is fully aligned with the goals of the Afghanistan National Strategic Plan (NESP III). The project is designed to (A) increase equitable access in disadvantaged districts especially for girls; (B) improve quality of instruction/education service delivery and (C) enhance MoE governance and management capacity. The project focuses on the construction and expansion of schools, provide community-based education to out of school children, reform curriculum for all grades, improve and ensure textbooks delivery to schools, enhance academic supervision, strengthen teacher & TTC quality, improve execution of budget, strengthen and increase use of EMIS, implement capacity building reform, and reform recruitment process for civil service.

Job Summary:

The Provincial Engineer for the GPE program will work under the guidance and direct supervision of the Senior Engineer for the GPE Program and will be responsible for the overall engineering activities of the GPE Program in the Province.

Duties & Responsibilities:

The Provincial Engineer for the GPE program will work under the guidance and direct supervision of the Senior Engineer for the GPE Program and will be responsible for the overall engineering activities of the GPE Program in the Province.

In close consultation with the Provincial Education Directorate (PED) design and Infrastructure Services Department ISD, implement, supervise construction projects funded by the GPE Program and other program;

Supervise and monitor all MoE/ ISD projects under the GPE grant/program;

Keep close relation with all other ISD field and provincial engineers and cooperate in professional manner with other relevant project activities;

Provide periodical progress reports to the Provincial Education Director and ISD in Kabul;

Make sure that all project related activities are in progress as per plan, specification and quality;

Work with other ISD engineers in their relevant projects while there is instruction given by ISD Director or any other senior official designated by the ISD Director;

Help and facilitate PED and ISD officials while visiting projects for survey and monitoring purposes;

The Provincial Engineer will provide technical assistance to other field engineers of PED and District Education Officers;

Develop Plans and identify projects and activities related to (GPE) project to Senior Infrastructure Officers; and

Perform any other duties assigned by the supervisor.

Job Requirement:

Qualifications/Experience/ Skills Required:

University graduate BSc; also study in the field of computer science is an advantage ;

Having at least 3 years of working experience in relevant field;

Experienced in designing different type of reporting formats;
Excellent interpersonal, communication, team work, & presentation skills are required. Ability to communicate effective & maintain rapport with all level of employees is required. Excellent computer skills-Word, EXCEL, power point; plus the ability to quickly learn various on reporting systems is required.
