The aim of the EQRA Project is “to increase equitable access to primary and secondary education, particularly girls, in selected lagging provinces, and to improve learning conditions in Afghanistan.” EQRA introduces a shift from monitoring only the enrollment of students (which also includes attention to students designated as ‘permanently absent’) to focusing on bringing children into school as well as student attendance. The Education Quality Reform for Afghanistan (EQRA) is fully aligned with the goals of the Afghanistan National Strategic Plan (NESP III). The project is designed to (A) increase equitable access in disadvantaged districts especially for girls; (B) improve quality of instruction/education service delivery and (C) enhance MoE governance and management capacity. The project focuses on the construction and expansion of schools, provide community-based education to out of school children, reform curriculum for all grades, improve and ensure textbooks delivery to schools, enhance academic supervision, strengthen teacher & TTC quality, improve execution of budget, strengthen and increase use of EMIS, implement capacity building reform, and reform recruitment process for civil service.

Job Summary:

Ministry of Education MoE is the imperative Ministry in the Governmental frame of the Islamic Republic of Afghanistan, which aims to provide quality and equity Education for all Afghans on the base of approvable laws and regulation of Afghanistan. In order to respond to the requirements and criteria of International standard, Ministry of Education is in the process of implementing Education Quality Improvement Program (EQUIP) with the fund provided by the World Bank. The objective of the project is to improve the quality of educational inputs and processes as a foundation for a long term strategy to enhance the quality of educational outcomes.

Duties & Responsibilities:

1. Designing and preparation of bills of quantity for MoE projects.
2. Cooperate in preparation of standards and provide typical designs for schools and other structures built for MoE but financed and implemented by other agencies and institutions.
3. Monitoring of all infrastructure projects and construction activities contracted to private sectors by MoE or financed and implemented by NGOs and other institutions to develop education sector in Afghanistan.
4. Reviewing the available designs and prepare new standard designs for cost efficient school building and other structures for MoE.
5. Conducting researches for development of engineering designs to make cost effective school construction, particularly research about special designs for building schools using local and reasonable materials.
6. Traveling to perform assignments given by department of construction.
7. Traveling district by district for checking and construction controlling.
8. Training SMC’s the basic civil engineering information what are the needs for SMC level.
9. Capacity building of Moe’s Provincial engineers.
10. Preparing Reports for EQUIP officer and (PED) Provincial Education Director.
11. Any other task assigned by EQUIP coordinator.
12. Trouble-shooting re survey implementation on a needs basis
13. Organize debriefing of central level master trainer or Dope chief and coordinate with the latter in organizing final presentation to selected number of technical advisors and top management of MoE.
14. Survey Coordinator to be present during as many provincial- level debriefings as possible.
15. Liaise with international technical survey support staff in case of major technical obstacles that endanger successful survey implementation.
16. Develop detailed data hub testing methodology and action plan including schedule.

Job Requirement:


University degree in Civil Engineering or any other related field.

More than Three years’ experience in public works construction preferably school construction.

Previous experience in supervision and construction site and team work.

Fluent Pashto, and Dar speaking, English skill asset.

Computer skills as Word, Excel, AutoCAD and Power Point required.
