The purpose of the PBGF project is to provide interim assistance to Governors so they are better able to meet operational and community outreach needs, enhance their relationships with citizens and improve their overall management capacity. To support this, The Asia Foundation intends to establish the Performance Based Governors Fund (PBGF) which will provide quick response resources to provincial Governors throughout Afghanistan.
The PBGF Provincial Finance and Procurement Officer will be based in the Office of the Provincial Governor and will report to Regional Manager and Finance and Procurement Officer in Kabul. The Finance and Procurement Officer will also receive guidance from the Regional Manager who is based in Kabul. The provincial finance and procurement officer will be based in the province and with some travelling to Kabul in case need arises.
•Acts as the main interface between the Governor’s Office and the regional manager on all issues related to PBGF finance, procurement and other program issues focusing on achievement of results;
•Develop monthly finance/procurement plans according to the priorities identified by the office of Governor.
•Prepare monthly and quarterly finance reports for on time submission to the main office
•Establish regular contact with governor and his identified staff.
•Make efforts to establish and maintain smooth working relations with provincial authorities particularly with Governor.
•Establish and maintain an effective filing system covering financial transitions for the PBGF expenses in the Governor’s Office, with the guidance and oversight of the regional manager and the Regional Finance and Procurement Officer, to ensure that resources are allocated as required for the successful operation of all aspects of the Office of the Governor
•Prepare and file vouchers on a daily basis, ensuring all required supporting documentation is in place and is neatly filed.

•Settle taxes withheld;
•Monitor bank and cash accounts and prepare the required reconciliations;
•Control and maintain the confidentiality of information;
•Devise and implement measures to ensure the safety of petty cash in the office;
•Preparation and monitoring of budgets, regular analysis and reporting on the budget approvals and the delivery situation;
•Ensure timely payments to staff, consultants, and companies;
•Perform other duties assigned by the supervisor.
•A Bachelor degree, preferably in the field of Accounting or Business Administration OR equivalent experience;
•Excellent organizational skills, including proven ability in the field of Finance;
•Knowledge of the Afghan government administrative and financial policies and procedures would be more advantageous
•Willingness to take on additional responsibilities and to take the initiative in solving problems;
•Have an understanding of the operations of the Governors office and the working context of sub national governance entities;
•Fluency in Pashto/Dari and knowledge of English is required;
•Excellent communication skills, written and verbal;
•Knowledge of office applications and skills to develop a database for the Finance Unit;
•Ability to work within a project team, including willingness to support the work of others.
