Job Summary:

ROLE PURPOSE:

As a senior member of the Programme Implementation department, the Provincial Manager is Save the Children’s most senior representative in Kandahar and bears responsibility for the success implementation of projects and operations in his/her provincial area. This includes the strong leadership and management management of all field staff in thematic and support functions; the maintenance of positive relationships with key stakeholders in the area; a strong oversight and grasp of internal controls; and overall contribution to the national programme. Access negotiations, agency coordination and partner engagement skills are an advantage.


In Kandahar, the Provincial Manager will be particularly strong on internal controls in Finance, Supply Chain and Human Resources. This includes compliance with Save the Children’s policies and procedures; the creation and maintenance of a positive and dynamic team environment; and ability to bring positive changes and solutions to achieve change for children in Afghanistan. 


Encouraging a field-centric approach, the Provincial Manager will also ensure that project sites are regularly visited by direct reports, that all projects adequately incorporate humanitarian preparedness and resilience, and that Save the Children works ‘from the ground up’.

Duties & Responsibilities:

KEY AREAS OF ACCOUNTABILITY:


Internal Controls:

·        Oversee logistic processes to procure, store and distribute stock, supplies and services for the timely delivery of project objectives within the field base or area.

·        Ensure that staff are fully aware of policies that prohibit fraud, nepotism, corruption and/or bribery.

·        Ensure that staff are fully aware of Child Safeguarding policies and that reporting mechanisms are in place and functional at the field level.

·        Work closely with HR to promote a safe working environment for staff, children and adult beneficiaries.

·        Ensure that staff follow HR procedures and that they respect official working hours, policies, anti-harassment and code of conduct policies.

·        Ensure that all staff operate with the highest standards of professionalism, and in a manner that is gender-sensitive.

·        Implement effective safety and security procedures for the area office, ensuring that these are updated and revised at regular intervals and that new programmes are built around security and risk considerations.

·        Proactively drive access negotiations and awareness of Save the Children’s identity and red lines in impact areas.


Strong Programme Operations:

·        Manage the implementation of programme and operational activities in the Kandahar area, effectively using the assistance of technical sector advisors and operational support staff (based on monthly workloans). In short: implement on time, on budget, with the right people, following the right procedures.

·        Manage multiple grants across multiple sectors, ensuring that projects and reports are delivered according to Save the Children and donor contractual requirements, within the agreed timescale and budget.

·        Conduct monthly AIR meetings at provincial level.

·        Oversee participatory assessments to contribute to programme planning and MEAL processes.

·        Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Core Humanitarian Standard.

·        Lead on emergency preparedness and response activities in Kandahar.


Representation:

·        Represent Save the Children to partners to ensure alignment with Save the Children’s partnership strategy and partnership principles.

·        Oversee agency coordination in the Kandahar area with all types of stakeholders, including participation in local forums, clusters and working groups.


Collaboration:

·        Collaborate with the PDQA function to develop sector response plans, sustainability strategies and master budgets to contribute to Save the Children’s overall response strategy.

·        Collaborate with the Program Development and Quality Director to support fundraising including development of high quality concept notes and proposals.


Field Leadership:

·        Manage and motivate area staff to perform highly in their respective roles and responsibilities. This will include leading on area staffing structure, recruitment, performance management and implementing staff welfare policies.

·        Take disciplinary action where required.

·        Ensure appropriate staffing at all levels within Kandahar.

·        Ensure appropriate gender and ethnic diversity within the programme team.

·        Incorporate staff development strategies and Performance Management Systems into team building processes.

·        Ensure availability of appropriate professional development opportunities for staff.

·        Encourage a team culture of learning, creativity and innovation.

Qualifications:

QUALIFICATIONS 

Undergraduate degree with 6+ years of high-value implementation experience within Afghanistan


EXPERIENCE AND SKILLS

Essential

·        7+ years of project management experience

·        2+ years of experience in emergency response programmes, including rapid needs assessments and NFI distribution

·        Fluent in Pashto

·        Solid grasp of internal policies and procedures as related to controls

·        Good self-starter with effective time management skills
