• Ensure that a close and mutually beneficial working relationship is maintained and developed with the Provincial Governor, the offices of DAIL and DRRD along with other development agencies and the Provincial Development Council (or its precursor);
• Lead and manage CARD-F operations and core activities in the Province, supervising the provincial team and overseeing the activities of the district teams;
• Provide leadership, support and guidance to the provincial and district teams on the implementation of CARD-F activities and seek to develop their capacity and skills;
• Ensure that all relevant DAIL/DRRD staff are involved in key CARD-F activities at Provincial and District level and receive mentoring and training to help develop their capacity;
• Co-ordinate all CARD-F activities in the Province and regularly monitor progress to ensure that its objectives are being met;
• Provide strategic direction and advice to the district teams, particularly when they encounter problems in the development and implementation of projects;
• Co-ordinate the planning and formulation of district economic development packages for submission to the National CARD-F Office;
• Ensure that the Administrative Officer’s accounting and human resource management responsibilities are being exercised effectively;
• Ensure that effective budgeting and expenditure arrangements are in place for the provincial and district teams and that there is proper accountability;
• Ensure effective communication and networking both within the provincial CARD-F structure and with external stakeholders;
• Oversee the preparation of progress reports on all CARD-F activities in the Province and ensure they are submitted to the National Office in accordance with agreed timescales;
• Ensure that appropriate resources and logistical support arrangements are in place to enable the Provincial and District teams to work effectively;
• Undertake any additional tasks and responsibilities that may be assigned by the National Director or Director of Operations.
• A minimum of a Bachelor’s degree in agriculture, rural development, business management, economics, engineering, or a related work area from a recognised university.
• Three to four (3/4) years of work experience, including one (1) year in a supervisory or management role, in agricultural or rural development programmes in developing countries.
• Good leadership, communication and inter-personal skills, with demonstrable ability to motivate others.
• Fluent in English and the national languages of Afghanistan.
• Computer literate with a working knowledge of MS Office.
