Job Summary:
The Quality Assurance Construction Engineer will support the Senior QA Construction Engineer to ensure that all designs, drawings and BOQs are in accordance with sound technical engineering standards. The QA Construction Engineer will also support the monitoring of subproject implementation to ensure that all materials, labor and construction aspects of the subprojects are performed according to specifications and to minimum environmental criteria.
Duties & Responsibilities:
The duties of the QACE will include the following:
• Assist the Senior QA Construction Engineer in the review of technical drawings, specifications and calculations
• Prepare a QA/QC plan for each subproject
• Monitor subcontractor material testing programs and results to ensure compliance with subproject specifications
• Ensure compliance with all QA/QC environmental standards
• Monitor safety standards at subproject sites
• Report all QA/QC issues to M and E and the Senior QA Construction Engineer
• Ensure that all QA/QC and environmental systems are adequately implemented
• Supervise all construction works for QA/QC specifications
• Assist in the handover process to the relevant authorities, preparing all relevant QA/QC documents
• Provide QA/QC training for relevant technical staff in the regions
• Prepare invoice support documents in regards to QA/QC
• Conduct other tasks as required

EDUCATION
• Relevant university degree required.
WORK EXPERIENCE
• Minimum of 3-4 years experience in an equivalent position. Experience working in a similar position for an NGO or an international organization is preferred. USAID funded project experience is a clear plus. Must have willingness to travel to DAI Afghanistan field offices on DAI business. Must also have the ability to work effectively in a fast-paced, stressful environment. In addition, must be flexible, willing to perform other duties and work irregular hours.
