AWISTA Knowledge Village in partnership with Kardan Institute of Higher Education is implementing an intensive and non-intensive English Language Training (ELT) to the Afghan National Security Forces (ANSF). The ELT program is designed to support higher level military education and training, enable key ANSF personnel to communicate more effectively with coalition forces and to perform their job-related duties in which the use of English language is required.
Throughout 2010 and 2011, The Partnership will be implementing a non-intensive English training program to a select group of Afghan National Security Forces (ANSF). As part of your contract with The Partnership you will be responsible for the quality control of training deliverables. The objective of the training is to enhance the competency of ANSF personnel in English language.
ELT program is designed to support higher level military education and training, enable key ANSF personnel to communicate more effectively with coalition forces and perform their job-related duties in which the use of English is required.
Through the ELT program The Partnership will support CSTC-A bring ANSF personnel to higher English language proficiency using qualified and high-caliber Afghan instructors provided by The Partnership. This contract is expected to reduce the time that ANSF personnel spend on out-of-county Intensive ELT courses at the Defense Language Institute English Language Center (DLIELC) and other international language training center.
Duties & Responsibilities:
# Develop quality control plan and tools for the quality control of ELT projects.
# Implement the quality control plan in support of the ELT.
# Develop a data collection and tracking tool to assist the program teams in tracking progress.
# Carry out regular Training Needs Assessment (Qualitative and Quantitative) to measure progress against QC/QA plan and ALC standards across the country.
# Coordinate closely with the program teams regarding the assessment of related sites across Afghanistan.
# Conduct field visits for monitoring and evaluation purposes of the planned trainings sites and classes. e.g., direct observation, interviews, checklists etc.
# Work closely with the relevant program team leaders and M and E staff to process, analyze and report on the collected data.
# Prepare weekly/monthly activity and assessment progress reports.
# Build the capacity of subordinates.
# Perform other associated tasks as required by the Steering Committee.
# At least a BA Degree in Economics or Business Administration;
# Minimum of 3 years of experience in field of Monitoring and Evaluation or a Quality Control Officer;
# Familiarity with Capacity Development Programs and English Language Training;
# Familiarity with development of logic model and performance measurement framework;
# Fluency in English, Dari and Pashto;
# Ability to travel within Afghanistan.
