Job Summary

In year one, the HCI Afghanistan project has launched an improvement initiative in three demonstration provinces to improve quality of maternal newborn services at community (health post) and facility levels (BHC, CHC, DH, RH, NH) in Kundoz, Balkh and Kabul Provinces. The initiative works through Provincial QI and site-level facility and community QI teams to achieve a common set of high-impact maternal newborn objectives within a shared-learning QI model called an “Improvement Collaborative.” HCI has established working offices and already recruited a number of required staffs under Provincial Improvement Coordinators in each of the mentioned provinces.
University Research Co., LLC, is now seeking one Quality Improvement Officer in Kunduz Province. The incumbent is expected to support the HCI Provincial Improvement Coordinators in facility as well as community improvement QI and research activities. He/she must be able to work under the current security conditions in Afghanistan and possess both managerial and technical skill sets, with the ability to form alliances and effective coordination among HFs, CHWs and the communities in the catchments.
The Quality Improvement Officer will report to Provincial Improvement Coordinators in his/her respected province.

Duties & Responsibilities

• Support Provincial Improvement Coordinator (PIC) in establishing facility and community quality improvement teams in targeted HFs
• Build the capacity of QI teams on methods and tools used for improving quality of health care at HFs
• Conduct coaching visits to HFs for the purpose of monitoring, mentoring and data collection
• Assist Provincial Improvement Coordinator in organizing and conducting of quarterly learning sessions.
• Facilitate timely spread of best practices among participating HFs and HPs in the collaborative.
• Arrange and actively participate in community quality improvement monthly meeting at hub-HFs along with the HFs staffs.
• Organize and conduct trainings on community based health care and quality improvement to CHSs CHWs including on the job follow up monitoring and intensive coaching
• Participating in baseline and end-line household surveys focused on specific maternal newborn program objectives at community levels
• Assist PIC in the entry of the improvement data based on the HCI facility and community selected indicators into the database on a regular basis. Assist PIC in feasibility studies in the field
• Conduct research related activities in the field such as pre testing questionnaire
• Translate and back translate questionnaires and checklists and other documents deem necessary by the office
• Assist in conducting qualitative researches such as acting as a facilitator and moderator in FGDs and In Depth interviews
• Participate in Provincial Quality Improvement Team meetings conducted at Provincial Public Health or other NGO Offices for the purpose of sharing experiences and seeking solutions to the arisen problems at facility and community level.
• Assist Provincial Improvement Coordinator in reporting monthly progress of improvement work at facility and community level.

Job Requirements

• MD or equivalent with 3-6 years’ experience providing technical support to international, regional or national health related projects
• Technical expertise in areas such as Quality Improvement, Maternal and Newborn Health or Primary Health Care development
• More than 3 years experience in BPHS and EPHS implementation.
• Demonstrated excellent writing, communication, and oral presentation skills in Dari, Pashto and English
• Demonstrated excellent leadership, managerial, facilitation and conflict-resolution skills
• Excellent skills of Ms.Office programs.
• Ability to prioritize his/her tasks
• Able to work in networking with Provincial MoPH and BPHS implementing NGO
• Ability to travel frequently to remote areas in the province
• Experience with USAID structure and regulations a plus
