The QM Project Officer who will work under the direct supervision of the Chief of Quality Management is responsible for the following assigned tasks:
ï‚§ Take active part in accreditation process for organizations (commercial and NGOs, both national and international) active in-country or willing to implement mine action activities in Afghanistan;
ï‚§ Project manage quality related issues through using the quality circle framework
ï‚§ Regularly review the accreditation of the mine action organizations
ï‚§ Oversee the monitoring process conducted by operations staff in their areas of responsibility.
ï‚§ Support the implementation and maintenance of the QA/QC processes at field level;
ï‚§ Monitor the implementation of Afghan Mine Action Standards (AMAS);
ï‚§ Participate in BOI and investigation of demining accident as required;
ï‚§ Process the investigation reports and provide technical recommendations for prevention of accident.
ï‚§ Draft lesson learned on investigation reports and do necessary follow up with concerned organization.
ï‚§ Draft technical reports as required;
ï‚§ Ensure that monthly activity reports are provided to the QM Data Entry Processor in due course;
ï‚§ Ensure that monthly statistics are provided to the Chief of QM in due course;
ï‚§ Collaborate closely with the Headquarters QM team members in OPS Department at HQ/field level and other stakeholders in Mine Action.
ï‚§ Carry out any additional task as required by the Chief of QM.
• Bachelor’s degree in social science, management, engineering or other related fields, or secondary diploma with 2 years of additional relevant work experience may be considered.
• At 5 years of substantial and successful experience in the development and implementation of mine action projects in humanitarian and/or commercial sector;
• Experience at working with foreigners and international organizations.
• Fluency in written and spoken English and local languages, specifically Pashto and Dari
Other Competencies
• Extensive technical knowledge of Quality Assurance and Quality Control procedures.
• Sound knowledge of International Mine Action Standards (IMAS), including use of the tool box (manual mine clearance, mine detection dogs and mechanical equipment);
• Proven EOD training and experience
• Excellent leadership, team building and negotiation skills;
• Self reliant and able to work independently or as a part of a team;
• Excellent computer skills.
