In Afghanistan, ActionAid has initiated an integrated programme of community development and policy research in 4 provinces namely Balkh, Jawzjan, Bamyan and Kabul. The Afghanistan programme strategy focuses on four interwoven levels of involvement: â€¢ Grass roots community mobilization activities; â€¢ Local level capacity building; â€¢ Policy analysis and influencing; â€¢ Net-working and international advocacy. Action Aid furthers its mission in Afghanistan through long term development projects with sponsorship funding as well as short and medium term donor funded projects aligned to the overall mission, principles and values of ActionAid.
The radio operator is responsible for operating HF/UHF voice and data radio stations, monitoring security equipments, and the coverage for Actionaid Afghanistan working areas. He is responsible to send and receive official and security messages to and from the Provincial Units Offices throughout the country. This includes the monitoring of official vehicle traffic traveling in various parts of Actionaid Afghanistan working areas.
Duties & Responsibilities:
â€¢Coordinate and monitor the communications on the communications equipment (VHF/HF radio frequencies, Thuraya phones, cell phones) operated by the organization, and provide clear and timely reports to the Security Coordinator the case of security events or threats.
â€¢Ensures that all communication equipment are in working condition
â€¢Provide English language translation and support to the Security and Transport staff on duty, and act as a liaison between those staff and expatriate staff and visitors as required.
â€¢Provide support to security staff and supervisor, provide technical support and monitor security equipment.
â€¢Distribute the messages received by radio from the provinces as hard/soft copy to concerned departments or individuals.
â€¢Processes and maintains up to date records and logs of all incoming/outgoing traffic, facilitating distribution through hard/soft copies.
â€¢Monitors mobile vehicle traffic whilst logging in the location and situation of the personnel aboard
â€¢File all radio-related documents (Permits, Registration letters) and have them ready in case of inquiry about official business
â€¢Perform other tasks as assigned by the Security Coordinator

Required Knowledge, Skills and Experience:
â€¢Educational background in radio and communication or equivalent relevant experience.
â€¢Five years experience in radio operation preferably with International NGO.
Demonstrated ability to manage complex tasks, and communicate information clearly and in a timely manner in security situations.
â€¢Strong English skills (spoken and written), including the ability to receive and transmit messages on the radio, telephone and Thuraya.
â€¢Fluency (spoken and written) in native languages- Dari and Pashto.
â€¢Working knowledge of computer skills; ability to work Excel, Word.
â€¢Excellent interpersonal skills and the ability to work in a team-oriented environment.
â€¢Strong organizational skills, attention to detail, and the ability to work under pressure and meet deadlines.
â€¢Willingness to travel and stay in rural areas with limited facilities.
