The aim of the EQRA Project is “to increase equitable access to primary and secondary education, particularly girls, in selected lagging provinces, and to improve learning conditions in Afghanistan.” EQRA introduces a shift from monitoring only the enrollment of students (which also includes attention to students designated as ‘permanently absent’) to focusing on bringing children into school as well as student attendance.
The Education Quality Reform for Afghanistan (EQRA) is fully aligned with the goals of the Afghanistan National Strategic Plan (NESP III). The project is designed to: (A) increase equitable access in disadvantaged districts especially for girls; (B) improve quality of instruction/education service delivery and (C) enhance MoE governance and management capacity. The project focuses on the construction and expansion of schools, provide community based education to out of school children, reform curriculum for all grades, improve and ensure textbooks delivery to schools, enhance academic supervision, strengthen teacher & TTC quality, improve execution of budget, strengthen and increase use of EMIS, implement capacity building reform, and reform recruitment process for civil service.
The main responsibility of the AFMIS Officer and AFMIS unit staff on-the-job to effectively use the system for data entry and reporting overall Finance transaction.
Accurately enter transactions to AFMIS in accordance with approved source accounting documents and your functional access.
Train MoE AFMIS unit staff on-the-job to effectively use the system for data entry and reporting.
Maintain hard and soft copy files of transaction documents processed and reports produced by the AFMIS unit.
Prepare AFMIS reports and distribute such reports within MOE in accordance with MOE regular AFMIS reporting procedures.
Maintain register tracking accounting documents submitted to the AFMIS unit for processing and submitted to Ministry of Finance once processed through the AFMIS unit.
Liaise with the AFMIS team in Ministry of Finance to resolve issues with the performance, availability or reliability of AFMIS in the Ministry of Education.
Liaise with the Ministry of Finance on corrections required to data relating to the Ministry of Education held in AFMIS, identified through regular reconciliations or other means.
Submit approved supporting documents for transactions entered to AFMIS to the Ministry of Finance.
Assist other areas of the Ministry of Education to prepare regular reconciliations of AFMIS information to other independent sources of information.
Entering the Ordinary and Development Budget Forms (B3, B10, FB, M16 and Vendor).
Provide Information about any transaction to clients.
Ensure before transactions entered into the system that the expenditures on contract payments are made in accordance with the terms and conditions of the respective contracts and are adequately certified by duly authorized officials in relation to works completed and/or goods or services provided;
Ensure that project financial transactions are recorded in the accounts in accordance with Government of Afghanistan regulations and WB requirements respectively, and that records are reconciled periodically, at least on a monthly basis.
2. Logistical Arrangements and Contracting
The contract will be a time-based payment contract and include a period of one year and may be renewed subject to funding and satisfactory performance.
The consultant will report directly to G.M Development Budget & FMIS as well as Finance Director.
The Consultants required to spend his or her full time in Afghanistan.
The assignment will terminate upon end of contract tenure or upon the issue of the dissatisfaction with the work of consultant whichever is earlier, the contract may be extended for a further period after end of contract subject to need, funding availability and satisfactory performance
3. Deliverables
1. Both Ordinary & Development Budget entered into the AFMIS system
2. All transaction entered into the system on timely manner
3. Data provided for Annual Operational Plans (AOP)
4. Financial Data provided for progress report against Annual Operational Plan (AOP)
5. Financial Data provided for Output Based Report
Education/Experience/Skills/Competencies
1- Education
a. At least a Bachelor degree in Financial Management or other related fields such as Economics, Business Administration.
2- Experience
a. At least 4 years of relevant professional experience in a related field
b. Must have record and experience of work with Government
3- Skills & Competencies
a. Knowledge of the Free balance package
b. Evidence of financial report writing experience for large complex organisations.
c. Significant experience with spreadsheet, database and word processing applications.
d. Ability to manage competing priorities, work under pressure and meet deadlines.
e. Experience in developing and documenting operational procedure manuals
Recruitment, work condition and evaluation
1) Recruitment
a. The recruitment will be done through a transparent and competitive processes.
2) Work conditions
a. The AFMIS officer will work according to Afghanistan MoE’s and donors' rules and regulation.
b. MoE AFMIS officer will provide a proper work station at central MoE Building.
3) Evaluation
a. The initial 3 months will be considered a probationary period.
b. A formal performance evaluation shall be conducted annually jointly by the Ministry of Education leadership.
c. An exit interview will be conducted upon completion of the contract. This exit interview constitutes a condition for final payment.
d. contract extension is subject to fund availability, organization's need, and satisfactory performance.

b. Excellent communication skills in English, Pashto and Dari languages
c. Proposal and report writing skills
d. Set priorities and manage time effectively
e. Ability to work collaboratively with colleagues
