About Ministry of Mines and Petroleum (MoMP):
Ministry of Mines and Petroleum is an enabler of the sector’s development and steward of all mineral and hydrocarbon resources through the implementation of international best practice, policies, regulations and procedures to encourage environmentally and socially acceptable private investment. It is the responsibility of the Ministry of Mines and Petroleum to ensure progress in research, exploration, development, and exploitation of both minerals and hydrocarbons. The Ministry of Mines and Petroleum approach is to create the highest level of ministerial competence, promote clear and transparent investment opportunities through modern laws, regulation and policies; and develop a progressive and inviting fiscal regime.
The Afghanistan Gas project is a 5-year, IDA funded operation. The estimated cost of the project is US$ 52.5 million; the project will be implemented by ministry of mines and petroleum (MoMP) .
The project development objective (PDO) is to facilitate a sustainable supply of gas through targeted investments in gas infrastructure and enhanced gas sector governance.
The following key project PDO level indicators:
a) Increased capacity to deliver commercial-quality natural gas through to off-Takers in Sheberghan and Mazar; and
b) Improved institutional, regulatory and contractual framework for gas sector Management and oversight.
The project started its implementation from January 2020 for a period of 5 years and is being monitored by Worlds Bank. The project will be closing by Dec 2024.
The project has three components as follows:
Project Component 1: SUSTAINING GAS SUPPLY
The objective of this component is to support the sustained supply of gas through targeted transactions Support to hydrocarbons related investments in the near and mid-term and supporting reform of the AGE through financing of both technical assistance and investment activities into gas processing and transport infrastructure. This sub-component will finance both technical assistance and investment activities. This Component will also finance infrastructure (pipeline and gas processing) needed to ensure the sustained Supply of natural gas for power generation.
Project Component 2: STRENGTHENING SECTOR GOVERNANCE
The objective of this component is to address the institutional, contractual and regulatory gaps that have emerged in the management of Afghanistan’s mineral and hydrocarbon resources, thereby improving predictability, transparency and functionality of the sectors. Emphasis will be given to the MoMP upstream role as policymaker and establishment of sector regulatory bodies as part of the MoMP mining sector roadmap, such as the AOGRA. This component will support the restructuring, reinvigoration, and development of those institutions responsible for managing the hydrocarbons and mining sector, in particular the MoMP and AOGRA. Further attention will be given to those governance activities conducted outside of Kabul, for instance inspectorate services in improving occupational health and safety. Such interventions, with an integral approach, can be used to manage the extractive industries value chain to transform the sectors' potential into sustainable development outcomes.
Project Component 3: Project Management, Monitoring and Evaluation
Project management is embedded within MoMP and MoIC, to include funds to cover Incremental Operating Costs, PMO staff costs, monitoring and evaluation of project activities, and compliance with Bank fiduciary and safeguards requirements. This component will also finance direct capacity building to be implemented through direct contracts with qualified NGOs on citizen engagement to enable more effective public information disclosure as well as related public consultation processes. District level in the Project Area.
Under the oval supervision and guidance of the DM-Technical and in close coordination with MoMP Specifically WB funded projects the Environmental and Social Development-Team Lead with a team of social development, environmental and community development specialists will have the responsibility for reviewing and updating the environmental and social management frameworks of the Ministry of Mines and Petroleum. ESD-LT will be responsible to develop documents and providing input and/or preparing reports as required for the implementation of the extractives (mining, oil and gas) projects. The ESD-TL will work closely with the MoMP Specifically WB funded projects and provide conceptual, operational and technical support in related social and environmental issues. The ESD-TL will also work with the Inspection department to ensure compliance.
During the period of contract. It will be essential for the Environmental and Social Team Leader to be available to conduct field visits where possible, provide E&S guidance and consult at all times and to be available to attend negotiating meetings, sometimes at short notice.
The Environmental & Social Team Leader will be required to review Environmental and Social issues to provide Environmental and Social advice and support to MoMP officials in reviewing, understanding and implementing the environmental and social provisions of the MoMP Specifically WB funded projects; to assist in preparations for discussions and formal negotiations with MJAM; and to participate in such negotiations, providing sound advice and support at all stages through to any agreed amendments of the Contract and implementation thereafter.
The Environmental and Social Team leader in consultation with International Environmental and Social Specialists and relevant Afghan Government Officials will advise MoMP and contractors which Environmental and OHS Standards to apply in the contract and during the implementation and operation of the MoMP specifically WB funded projects.
The Environmental and Social Team leader (National) will report to minister and Deputy Minister The E&S Team leader shall adhere to the deliverables requirements in an accurate and timely manner.
• Strong analytical skills and report writing skills
• Understanding and knowledge of Environmental and Social development- Environmental impacts assessments and resettlement management.
• Ability to work under pressure, effectively coordinate research with the team and meet tight deadlines without compromising quality of work.
• Computer literacy and knowledge of standard PC software packages (MS. Excel, PowerPoint, Word, etc.) is essential
Duties & Responsibilities:
The responsibilities of Environmental and Social Team leader (National) will include but not limited to:
• Developing ESD-Team’s operational plan in consultation with the International and National Specialists in line with the MoMP’s Roadmap, specify time-bound deliverables, and making sure that all priority projects have been considered.
• Reviewing the Environmental and Social Management Framework (ESMF) and suggest how to operationalize the document.
• Support the MoMP in registration of projects and obtaining Environmental permits for the relevant activities from NEPA
• Ensure that Environmental permit conditions are adequately addressed in the project operations
• Review of the Environmental and Social commitment plans as pertains to the projects within the mining, oil and gas projects to ensure that the required commitments are operationalized
• Defining steps required to ensure compliance with the Environmental and Social Legal and Policy Framework of the Government of Afghanistan.
• Provide support to the national and International Specialists to establish a monitoring, reporting, providing feedback and making corrective actions about the Environmental, OHS and Social concerns in the projects.
• Develop with the help of International and National Specialists complete set of contract clauses to be incorporated as per the needs in relevant contracts.
• In consultation with National, International Experts and MoMP leadership what Standards to be used/applied during operation of the MoMP Specifically WB funded projects,
• Identify the relevant Environmental, OHS as well as Social Assessment and Management Instruments, e.g., ESIAs, Site specific ESMPs and etc. to be undertaken by competitive International Level Firms and prepare ToRs for such studies.
• Providing technical expertise and policy guidance for ensuring that broader S&E issues are incorporated.
• Provide leadership and technical guidance in the development and implementation of relevant E&S studies including but not limited to ESIAs, ESMPs, RPs, LMPs, traffic management plans, security management, Emergency response processes, safety management plans and OHS plans amongst others.
• Provide Training on Environmental and Social (E&S) Issues to relevant staff of ongoing and pipelines Projects and the Inspection Department.
• Planning, designing and conducting field surveys and desk-studies to assess the social and environmental impacts of the extractives sector projects ( including Mining, Oil and gas) projects (planned as well as currently operational projects)
• Developing success and failure case-studies based on research work and disseminate its findings and recommendations among relevant stakeholders.
• Providing research-based policy inputs/options on the E&S issues to the MoMP leadership for decision-making.
• Working in close collaboration with relevant departments in assessing the overall socio-economic impacts of the priority (planned and currently operational) mining projects and recommending actions to be taken based on the assessments.
• Working in close coordination with MoMP specifically WB funded projects on the S&E issues. Ensuring that the MoMP Specifically WB funded Projects social development related issues (such as land acquisition, and compensation for loss of assets) are well-addressed.
• Assisting the MoMP specifically WB funded Projects in ensuring that S&E grievances are managed effectively and transparently through the grievance redress mechanisms.
• Developing social awareness mechanisms and ensuring that the mining projects are social inclusive; such that local communities have been consulted in each phase of the project development.
• Supervising, directing and guiding E&S Specialists, community mobilizers, and other relevant staff assigned to the ESD-Team.

• Minimum Master’s degree with 7 years post-graduation experience or Bachelor’s degree with 10 years post-graduation experience in Environmental sciences, Environmental engineering, environmental economics, Environmental law, Social development, or related field a Phd will be an advantage.
• Having at least 10 years of experience in environmental area with bachelor degree and 7 years of relevant experience with master degree.
