Under the Direct Supervision of Petroleum Project Support Unit Coordinator/HSE and Safeguards Monitoring and Evaluation Officer, HSE and Safeguards Monitoring and Evaluation Assistant is responsible for the functions related to having a working knowledge of all requirements and conditions of the State Certificate and application, as well as all permits associated with the project. Provide help in preparing training materials and conducting environmental training on a daily or as needed basis for all new workers coming on the job site. Assist the HSE and Safeguard Monitoring and Evaluation Expert in Conducting inspection of the jobsite to ensure compliance with the requirements of the EPSC and Procedures, the environmental conditions of the Certificate authorization, the mitigation measures proposed, other environmental permits and approvals, and environmental requirements in landowner easement agreements
1: Assist in preparing training materials and conducting environmental training on a daily or as needed basis for all new workers coming on the jobsite.
2: Assist in reviewing and Approvals of EIA, SIA, BEA, and EMP.
3: Help in conducting inspection of the jobsite to ensure compliance with the requirements of the EPSC / Environmental laws.
4: Review the EIA, SIA, BEA, EMP, HSE plan in hydrocarbon contracts and make sure they are in compliance.
5: Aid in Identifying, documenting, and overseeing corrective actions, as necessary to bring an activity back into compliance, with the contract and Afghanistan Law.
6: Provide support in Verifying the location of signs and highly visible flagging marking the boundaries of sensitive resource areas.
7: Provide assistance in Approval of HSE plans for contracts.
8: Assist in Identifying erosion/sediment control and soil stabilization needs in all areas.
9: Aid in Drafting and developing HSE forms.
10: Help in Verifying that there is no seepages from the hydrocarbon storage tanks and other oilfield facilities.
11: Assist in verifying the safe working environment in the drilling, work over, testing and other areas of the field.
12: Assist in keeping records of compliance with the environmental conditions and the mitigation measures proposed.
13: Identifying areas of special attention to ensure stabilization and restoration after the work is completed.
14: Help in preparing the routine progress reports including photo documentation.
• Bachelor’s Degree in Environmental Sciences, Earth Sciences or related studies, Master’s preferred.
• HSE & Environmental Degree/Certificate from an Internationally Recognized Institute.
• Bachelor’s Degree with 2 year relevant experience or baccalaureate degree with 4 years relevant experience.
• Having some working experience in dealing with various reports and information analysis is a distinct advantage.
• Good Managerial, Documents control and Data Management Skills.
• Good Networking Skills.
• Be able to use job related Software’s and computer programs.
• Communicate effectively in oral and written form.
• Must be adaptable, Loyal and Discreet.
Qualifications Description:
• Bachelor’s Degree in Environmental Sciences, Earth Sciences or related studies, Master’s preferred.
• HSE & Environmental Degree/Certificate from an Internationally Recognized Institute.
• Bachelor’s Degree with 2 year relevant experience or baccalaureate degree with 4 years relevant experience.
• Having some working experience in dealing with various reports and information analysis is a distinct advantage.
